Officers from the Chaoyang County Police Department actively persecute Falun Gong practitioners. Before sensitive dates, they arrest and harass practitioners, and extort money from them.

Liu Zhiying, deputy head of the local domestic security division, along with Suo Xiangdong, director of the Nanshuangmiao Police Station, broke into the home of Ms. Zhang Xiufang on April 25th, 2014. They confiscated her computer, printer, and more than 1,000 yuan1 in cash.

Ms. Zhang and her husband, who is not a practitioner, were arrested and taken to the police station for interrogation. Liu Zhiying beat Ms. Zhang's husband and said, “With so much injustice happening, you can't do anything, even if I beat you to death.” Liu Hairen, deputy director of the Chaoyang County Police Department, was monitoring the interrogation.

Ms. Zhang's husband is a kind and honest man. He has never experienced this kind of cruelty, and is enduring extreme mental stress. He was released on the evening of his arrest. Ms. Zhang was later taken to the Chaoyang County Detention Centre.

The police also harassed Ms. Zhang's mother, and demanded that she and Ms. Zhang write guarantee statements, renouncing their belief in Falun Gong.

Advocating Violence

Officers from the Chaoyang County Police Department arrest practitioners and extort money from them. They often ransack practitioners' homes and confiscate their personal belongings, including their cars. They then try to extort money from their families.

More than a dozen practitioners have been arrested and the police have amassed over 280,000 yuan (~45,000 USD) during the past two years. Some police even privately admit that they arrest practitioners just for the money.

Some practitioners are very poor and make their livings by operating pedicabs, or are hard-working farmers. Many have been persecuted for years and left penniless. The police officials live extravagantly, spending these people's hard-earned money, behaving like gangsters.
