On April 19th, 2002, Daqing City Police Department enforcers again detained him "for administrative purposes." During this detention Mr. Zhang suffered much abuse, mistreatment and torment. He was tortured and beaten until he spat blood and had difficultly walking.

On July 5th, 2002, the Daqing City People's Prosecutor issued an arrest warrant for Zhang Xingye on no legal grounds.
