Government officials and police officers in Anxin County, Baoding City, Hebei Province have been following the Chinese Communist Party's (CCP) persecution policy to arrest, detain, "transform1" through forced labour, sentence to prison, extort large sums of money from, and brainwash Falun Gong practitioners. During the last eight years, over 2,000 Falun Gong practitioners in Anxin County have been arrested, and over 20 people have been sentenced and put into labour camps. What follows are details about how Falun Gong practitioners are persecuted in Anxin County.

Mr. Han Weixin, 43, stationmaster of Anxin County city transport station, Baoding City, Hebei Province, lives at No. 6, Zhujiakeng, Anxin County. He began practising Falun Dafa in 1995, which eradicated his severe pancreatitis without medical intervention. He is known to be a good person. At the end of September 2000, his employer, the Transport Bureau, feared he would go to Beijing to appeal during the October 1st public holiday, so he was illegally kept on the fourth floor of his office building and not allowed to go home. Every day, his wife Xu Aili delivered food and clean clothing to him. Eventually he found a way to escape, and ended up living on the streets to avoid being arrested. On the night of August 27th, 2002, while he was intercepting a TV signal with Dafa exposing the persecution information, officers from the Baoding Public Security Bureau arrested him. Mr. Han was sentenced to 15 years in prison, and his wife was detained for a month under the charge of "harbouring a criminal." Han Weixin is currently detained at Shijiazhuang No. 4 Prison. He has severe tuberculosis, diabetes, and blindness. His family has asked three times for him to be released for medical treatment; so far, the prison has refused their requests.

Mr. Liu Kexin, 44, lives at Agricultural Bank dormitory in Anxin County. In 2000, he was transferred from the army to Anxin Court, and then taken to the county brainwashing centre in February 2001. There he was detained, brainwashed, and maltreated for over a year. During one detention that lasted for 15 days, his wages of about 10,000 yuan2 were spent by persons in the 610 Office3, he was fined 10,000 yuan by the county 610 Office, and he was transferred out of court by party committee secretary Shi Hailin.

Ms. Li Jinling, a 39-year-old, housewife, lives at Yucai Road Anxin County. In March 2001, town government personnel forcibly sent her to the county brainwashing centre from her home. Her husband, Che Zhe, asked the county to release her but the county public security bureau would not let her go. During that period, the 610 Office also extorted 2000 yuan from her family. In September 2002, Ms. Li was sentenced to three years of forced labour. In the Baoding Forced Labour Camp and Gaoyang Forced Labour Camp, she was physically punished, locked in a confined space, tortured with electric batons, tied to a bed by all four limbs and abused, deprived of sleep, had her head smashed into a wall, had her buttocks beaten with bamboo sticks, buried alive, and so on, until she was at the brink of death.

In May 2001, the police arrested him while he was distributing leaflets exposing the persecution, sent him to a detention centre, and then transferred him to a brainwashing centre where he was detained for over a year. The county 610 Office extorted 7000 yuan from Mr. Liu.

Ms. Jin Guifang, 67, is a housewife from Dongliuzhuang Village, Anxin Town, Anxin County. After she began practising Falun Dafa in 1995, the symptoms of a stroke and other diseases she had suffered from for many years were cured without medical treatment. She went to Beijing to appeal for Falun Gong in October 2000, was arrested on Tiananmen Square, escorted back by police of county public security bureau, tortured until she was unconscious, had her home ransacked, was sentenced to one year of forced labour, publicly tried at the Anxi No. 1 High School, and paraded through the streets to humiliate her. In February 2001, county government officers took her to the county legal school brainwashing centre where she was severely maltreated. Party members continuously harassed her, and she eventually died from a brain disorder in September 2006.

Ms. Wang Wenping, 40, is a housewife, resident of Xiaoxizhuang Village, Anxin Town, Anxin County, and the eldest daughter of Jin Guifang. In April 2002 a fellow practitioner identified her to the authorities. She was then taken to a detention centre by the national protection unit and 610 officers. The county committee secretary at the time, Shi Hailin, demanded that they be brought back to the village that same night no matter what it took. At Anxin Detention Centre, Shi Hailin took the lead to brutally beat Liu Xinjun; others then rushed in and beat him until he was half dead. Later Mr. Liu was transferred to a brainwashing centre, detained, and had to pay money to his captors. In July 2003, because of the Falun Gong-related Internet sites he visited, Mr. Liu was arrested, sentenced to two years of forced labour, and dismissed from work. Afterwards, the party county education departments used him to attack Falun Dafa practitioners at meetings. Every education worker, even if retired, had to verbally declare, and put in writing, a promise not to practise Falun Gong. All the high schools and primary schools in the entire county were deeply poisoned without exception.
