Liu Changrui from Mengyin County, Shandong Province Arrested, Detained and Fined by Communist Party Officials Five Times

Falun Gong practitioner Liu Changrui, who was an employee of the Food Office in Duozhuang Town, Mengyin County, Shandong Province, has been forcibly taken away five times and detained twice since the persecution began on July 20th, 1999. His house was searched and property was confiscated repeatedly. Over 33,300 yuan1 has been taken from him over the last eight-plus years.

When the persecution against Falun Gong began in July 1999, Mr. Liu went to Beijing to appeal for Falun Gongand was arrested. He was then sent back to his home town and detained. On the way back, police officer Hu Chenghai searched him and extorted 330 yuan from him. Local officials then detained him for over twenty days, forced him to watch videos that slandered Falun Gong, and restricted his personal freedom. When they finally released him, they extorted 2,000 yuan from him and ordered his workplace to monitor him. Those who participated in the persecution included:

On December 28th, 1999, Liu Changrui again went to Beijing to appeal on behalf of Falun Gong and was arrested by Du Zhongtai and Chen Yuxin, policemen from Duozhuang Town. He was beaten and searched by Du Zhongtai. They forcibly took away his Falun Gong book, Zhuan Falun, 800 yuan in cash, and even boxes of instant noodles that he brought for himself and his child to eat. They then detained him in the County Detention Centre for 30 days, followed by over 70 days in the Duozhuang Town Government and the Duozhuang Town Police Station. While being detained, his every move was closely monitored, and he was brutally beaten repeatedly. Each time he was lashed with rubber whips dozens of times, and once he was lashed 128 times. His lower legs became black and hard as a result of the beatings. After 40 days, the black, swollen, hard bumps still remained on his body. The local authorities then extorted 21,000 yuan from his family and released him.

The people who directed the persecution against him included Li Xiufu, Liu Xiangyu, Wang Qin, Fang Simin, Liu Yuanjie, and Liu Yuanjin. Those who directly carried it out include Song Xianxiang, Bu Fanhai, Fang Deliang, Fang Dezhu, and Li Zhiye from the county 610 Office2. In 2000, Chinese Communist Party (CCP)officials extorted 150 yuan from him, calling it "training fees."

On March 5th, 2001, when the CCP held its national conferences, Liu Changrui was forcibly taken away by police officer Zhang Shimin and CCP officials from the town government. He was locked in a cold cement warehouse. There were no bed covers and cement powder covered the ground. He could only squat or stand, and he was not allowed to use the toilet. Mr. Liu was locked up there for over 20 days. During the daytime, he was forced to work in the fields, planting potatoes, cleaning and planting trees. The individual who led this round of persecution was Liu Xiufu. Those who assisted included Du Zhongtai, Zhang Shimin, Liu Xiangyu, Fang Simin, and Li Guang.

On April 29th, 2006, Liu Changrui was turned in to the police, and his house was searched at 3:00 p.m. His bank book, with a balance of 3,000 yuan, was taken away during the raid. He was arrested and handcuffed on the ground for the whole night. After extorting 2,000 yuan from his family, the local officials released him. The people responsible included policemen Wang Haifeng, Wang Keyu and Sun Liangshan, Secretary of the Town CCP Committee Hu Shoudong, head of the 610 Office Li Guang, and other members of the town government.

At 9:00 p.m. on September 2nd, 2007, CCP officials broke into and ransacked Liu Changrui's house, confiscating many valuables in the process. Later they forcibly took Liu Changrui to the town's 610 Office, and after one night they transferred him to the Mengyin Detention Centre and held him there for 31 days. They coerced his family to give them 4,000 yuan by threatening a prison sentence. The people responsible included Secretary of the Town Party Committee Hu Shoudong and policemen Wang Haifeng, Li Haitao, and Wang Keyu, head of the 610 Office Ma Yuliang, head of the Political and Law Committee Gong Maoli, and Wang Wei and Jian Jiafeng from the county 610 Office.
