Police from Yushu City, Jilin Province Arrest and Fine Falun Gong Practitioners

In late 2008, the Police Department of Yushu City, Jilin Province reorganized their mid-level police system, appointing new police chiefs accordingly. They also issued arrest quotas to subordinate police stations. In order to fulfil the quotas, police stations and the National Security Group have been arresting and fining Falun Gong practitioners.

At 8:30 a.m. on January 17th, 2009, police officer Li Jianfeng from the Zhanqian Police Station led five other officers, including National Security Group Leader Yan Chongjie, Chen Lihui and Qi Li, to ransack the home of Falun Gong practitioner Zheng Lijia. Police officer Qi Li slapped Mr. Zheng in the face, kicked him, confiscated his Falun Gong books, then detained Mr. Zheng at the National Security Group. They informed the victim's family that he would not be released until they paid a fine. Mr. Zheng was released five days later.

That same day, five or six officers from the Peiying Police Station and the National Security Group ransacked the home of 66-year-old Falun Gong practitioner Yu Donghui. They confiscated his Falun Gong articles and took him to the National Security Group for interrogation. Afterward, he was sent to a detention centre and was held for five days.

On the morning of January 18th, officers Fang Liang and Yang Liang from the Xiushui Police Station broke into the home of Falun Gong practitioner Zhang Xiufan in Shuangmiaozi Village, Xiushui Town and confiscated his Falun Gong articles. They then called the National Security Group. The chief of the National Security Group Fan Hongkai and Qi Li then arrested Mr. Zhang and detained him at the National Security Group. They interrogated him for his telephone number and claimed that he will not be released until he paid a 2,000 yuan1 fine. If he could not pay the fine, he would be detained for five days. However, even after five days, they still refused to release him. Seeing that Chinese New Year was approaching, his family reluctantly paid the 2,000 yuan.

On the morning of Chinese New Year's Eve of 2009, practitioner Ms. Liu Shuchun from Sihe Town, Yushu City was arrested by police from the Yujiaxiang Police Station of Yushu City. Ms. Liu's family had to spend the Chinese New Year without her.
