Inmates Rewarded for Torturing Practitioners at the Deyang City Prison in Sichuan Province

Since March 2007, Liu Yuanhang, the director of the Deyang City Prison in Sichuan Province, has been rewarding inmates who torture Falun Gong practitioners by reducing their prison terms from three to six months. In 2007, over 50 inmates received such rewards.

Among the approximately 3,000 inmates at the prison, guards have assigned over one hundred of them to monitor and collect information on steadfast practitioners. These inmates have a 50% better chance of having their sentences reduced than regular inmates.

In May 2007, Pu Dong, a guard at the No. 4 Ward (who later became a deputy instructor) brutally beat Mr. Luo Xiaoxing, who was imprisoned in the No. 4 Ward. He also persuaded inmates Luo Zhongyou, Wang Liming, Jia Hai, and Guo Yong to beat Mr. Luo, causing injury to one of Mr. Luo's ear drums. The guards later took Mr. Luo to the hospital for treatment.

In October 2007, Mr. Xiong Xiuyou was detained at the No. 10 Ward, where he was tortured to death by inmates Li Jiaian and Zhu Yong (http://www.clearharmony.net/articles/200801/42817.html).

In June 2008, Mr. Li Zhenglin was brutally beaten to death by inmates Wang Renhai and Sun Zhule. In October 2008, Mr. Li's family sued Wang for beating Mr. Li to death. Because the guards lied about the circumstances surrounding Mr. Li's death, the court case was dropped. However, Liu Yuanhang temporarily suspended his prison reward system until December 18th, 2008.

Between 2004 and 2006, guards pressured Liu Dequan, an inmate who was imprisoned on fraud charges, to encourage fellow inmates to torture practitioners. For example, Mr. Li Chengdong was forced to stand outside in the winter cold with just a thin layer of clothes on, and he was also forced to stand outside under the intense summer heat. At night, he was brutally beaten in his cell.

In 2006, Liu Yuanhang was accused of embezzling inmates' property. Prison authorities took him away for further investigation.

At the Deyang Prison, Liu Yuanhang made special arrangements so that 610 Office¹ guards from each ward had the opportunity to travel on business or study related trips. He also tried to persuade those same guards to persecute practitioners by giving them hefty bonuses. In addition, Liu assigned two inmates to monitor each practitioner in the prison and then arranged for other inmates to watch over these first two inmates.
