State Security Division Personnel Embezzled 30,000 Yuan from Ms. Wang Lanying

Officers from the Kaijiang County Police Department, the 610 Office1, and the Regional Administration Office located in Dazhou City in Sichuan Province stormed into Ms. Wu Licui's home around 1:00 p.m. on July 31st, 2008. They ransacked her residence and took away her Falun Gong books as well as other personal property, including a personal bank deposit passbook and 147,900 yuan2 in cash.

In her bank passbook, there was a deposit of 30,000 yuan from practitioner Ms. Wang Lanying of Dazhou City. Ms Wang lent the money to Ms. Wu to buy a house. On September 7th, 2008, six officers, including agents from the Kaijiang County State Security Division and the 610 Office, arrested Ms. Wang Lanying in Tongchuan District in Dazhou City and took her to the Kaijiang County Detention Centre.

In order to embezzle the 30,000-yuan bank deposit, agents Hu Hao and Li Xiang from the State Security Division brutally tortured Ms. Wang into falsely confessing that she never lent any money to Ms. Wu. In this way, the State Security Division was able to confiscate the money.

The following is a letter that Ms. Wang Lanying wrote to the local procurator.

My name is Ms. Wang Lanying. I am fifty-eight years old. I graduated from elementary school and reside at No. 2, Level 10, Unit 3, Multiple Use Building of the Qiaotou No. 1 Knitting Mill in Tongchuan District. On September 7th, 2008, I was arrested by agents of the State Security Division and the Kaijiang County Police Department. I was later taken to the Kaijiang County Detention Centre, where I remain to this day. Below are my reasons for lending 30,000 yuan to Ms. Wu Licui and the source of the funds.

On September 16th, 2008, agents Hu Hao and Li Xiang from the State Security Division ordered me to leave the Kaijiang County Detention Centre and to go to the Kaijiang County Police Department's Criminal Division Office. Once there, they tortured me non-stop for nine hours, trying to extort a confession out of me. That morning, they repeatedly asked me the same questions concerning my personal property.

After lunch, Hu Hao took a strip of cloth and tied my hands behind my back. They then pressed me down to the floor and forced me to kneel for a long time. After interrogating me again and again about the money, I still insisted on telling the truth: the 30,000 yuan was my own money, which I lent to Ms. Wu Licui. I told them that I could clearly prove that the source of the funds came from a divorce court settlement.

Later Li Qiang told me to stand up. Because I had already been kneeling on the floor for nearly three hours, I could not stand up. Hu Hao held handcuffs up to my face then locked them to the back of a chair. Hu Hao walked behind me and punched me in the middle of my back. Then he hit me again, yelling, "Wu Licui has hundreds of thousands of yuan in her bank account. With the houses that she owns and the rest of her assets, her net worth must be in the millions of yuan. Why does she need to borrow money from a poor old woman like you? Every one of her relatives is richer than you. Why would she need to borrow money from you?! You have to be kidding!"

I said, "If those are the facts, then why do you need to ask me? Why do you need to hit me?" Then he hit me again. Again I told him that I lent money to Ms. Wu and that we had an agreement.

Again, he hit me with his fist. Then he grabbed my hair and pulled me towards the wall. I cried out. He laughed, "Where are you? You are in a police station! Who can sue us?" Just then he grabbed a bottle of water that was sitting on the table and struck me with it. He hit me so hard that I felt dizzy and my vision was blurred. I started thinking to myself, "It is almost dark. If things continue like this, I can't imagine what will happen to me. My first priority is to get out of here alive."

Then I turned around to him and said, "The money is not mine. It does not belong to me." Hu Hao laughed, "That is good!" Then he took me back to the detention centre. While there, he interrogated me two more times, asking me about the money. I was so scared of his fists that I did not dare to say that the money was mine.

I can explain everything in greater detail, if you want. I hope the procurator will find it within himself to uphold the law and help me seek justice.

1. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.

2. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
