Police from Huludao City Plan to Prosecute Mr. Yu Haiyang as Part of Their Relentless Persecution

Over the past ten years, Mr. Yu Haiyang and his wife Ms. Li Fengchun have been arrested multiple times by Chinese Communist Party (CCP) officers and police. They have ransacked their home, detained them, sent them to forced labour camps, forced them to undergo brainwashing, and extorted money from them. This May, Mr. Yu Haiyang and Ms. Li Fengchun were arrested again. The police ransacked their home and detained them. After being released, Mr. Yu Haiyang went to see the police and asked for the return of their confiscated property. The police detained him again instead. As a result of this arrest, both Mr. Yu and his wife lost their jobs. Mr. Yu Haiyang has been detained for six months. The police station of Huludao City plans to prosecute him. Mr. Yu's family has hired attorneys to defend him.

Around 3 o'clock in the afternoon of May 8th, 2009, while Mr. Yu Haiyang was at work, suddenly a plainclothes policeman asked his name. When Mr. Yu Haiyang replied, the agent pushed him into a car without any explanation and took him to Tashan Police Station in Laoguanbu Village. In the meantime, the police broke into his home and took his wife to the police station, also.

The police ransacked their home when neither of them nor any of their relatives were at home. The police did not present any document during the entire process. After ransacking their home, the police did not present a record of items they took away and neither were there any witnesses. The police took the confiscated items to the police station. Ms. Li Fengchun told the police that there had been 4800 yuan in her computer bag. The police denied taking the money and said they did not see any money in the bag. Ms. Li Fengchun asked the police to bring her the bag, but they refused. Mr. Yu and his wife were detained at Huludao City Detention Centre.

Those who participated in this arrest were five officers from the Huludao City Police Department, the Lianshan District Branch of the National Security Team (Zhang Jun, the team lead), and Tashan Police Station. A few days later, the case was transferred to the Lianshan District Procuratorate of Huludao City. On May 20, the Lianshan District Procuratorate determined that they should not be detained and Mr. and Mrs. Yu were bailed out and allowed to return home.

For a farm family, the amount of 4800 yuan1 is survival money. Mr. Yu Haiyang' s mother is over 70 years old and is in frail condition. He and his wife also have a 15-year-old son to raise, plus their old house needs repair. This detention caused both of them to lose their jobs and they do not have any income. Now they do not have any money to buy rice. They have to rely on the help of their relatives and friends for food and clothing.

On June 9th, 2009, Mr. Yu Haiyang and his wife Li Fengchun went to the Lianshan Branch of the National Security Team and asked Zhang Jun to return their confiscated property and money that the police took on May 8th, 2009. They also delivered a letter in which they cited pertinent law about the police's illegal search behaviour. They requested the return of the 4800 yuan because the money was for their basic living expenses.

Mr. and Mrs. Yu, and one of their relatives went to see Zhang Jun, the Team Leader of the National Security Team. At that time, their relative was walking in the front. Zhang Jun pointed at that relative and shouted, "You, get out! Let those two come in." Seeing Zhang Jun was so angry that they could hardly talk with him, Mr. Yu and and his wife attempted to leave. At that moment, Zhang Jun hurriedly called up a young male police officer who blocked their way. The male policeman violently beat up Mr. Yu Haiyang and dragged him inside but would not allow his relative to go into the room. Zhang Jun ordered the arrest of Ms. Li Fengchun, but she managed to escape. After being detained for almost half a day, Mr. Yu Haiyang was arrested. Mr. Yu and his wife had gone to request the return of their property and money based on the law. The arrest warrant stated that, "Committed crime by undermining law enforcement." The persons who signed the notice were Sun Shusen and Wang Shumin from the Lianshan Branch Police Department.

This arrest made Mr. Yu and his wife lose their jobs. Mr. Yu Haiyang's mother also became ill and left their teenage son and their farm land unattended. Since June 9th to present, the National Security Team of Huludao City Police Department has been looking for Ms. Li Fengchun. They broke into her home several times and ransacked it. She was not able to return home and had to become homeless.

On the morning of July 9th, after Mr. Yu Haiyang had been detained for one month, four of his relatives and friends went to the National Security Team of Huludao City Police Department to ask about his situation. After they arrived at Zhang Jun's office, Zhang Jun called the Huludao City Police Department. A few people from the police department came and began to interrogate them separately. Later they released three of them and detained one person because she was the one who took Mr. Yu Haiyang's elder brother and sister-in-law to the police station. The police released her after 5 p.m. Now, Mr. Yu Haiyang's elder brother and sister-in-law dare not to ask about Mr. Yu Haiyang's situation.

Mr. Yu Haiyang has been detained for six months. The Huludao City Police Department plans to prosecute him. Mr. Yu Haiyang's family has hired human rights attorneys Mr. Lan Zhixue and Mr. Zhang Chuanli to defend his innocence. It is said that the court hearing will be around December 11th.

Background information

Mr. Yu Haiyang operated a cement mixer in the Gulaide Tube and Pole Factory in Laoguanbu Village, Tashan Township, Lianshan District, Huludao City. His monthly salary was 2000 to 3000 yuan. His wife Li Fengchun worked on a pig farm and had a monthly salary of 800 yuan.

Mr. and Mrs. Yu Haiyang began to practise Falun Gong in 1996. Before practising Falun Gong, Mr. Yu Haiyang had herpes zoster, tinea, and other chronic illnesses. After practising Falun Gong, all of his illnesses went away. One year he had an accident when riding a motorcycle. He became paralysed from the neck down. In this state, Mr. Yu Haiyang still firmly believed in Falun Gong. He asked other people to read Falun Gong books to him. Just over one month later, he could move his hands. Three months later, he could stand up. Five months later, he could walk and do exercises. He did not stay in the hospital and did not take any medicine or injections and recovered. His family and friends were all amazed by his recovery and were convinced of the healing power of Falun Gong.

In July 1999, TV stations overwhelmingly slandered Falun Gong as part of the CCP's "crackdown" on the movement. Mr. Yu Haiyang and eight other fellow Falun Gong practitioners went to Beijing to appeal and clarify the truth. Half way to Beijing, they were arrested in Tianjin by police from Xiaodeyingzi Township police station (director Yu Shijie, police Ma Tianen and Luo Wenguang) and then detained in the township government building for three days and nights. Each of them was fined 200 yuan. Later the police sent him to a brainwashing class in Jianchang County and forced him to write a guarantee statement to give up Falun Gong.

In October 2000, in order to match the quota for the so-called severe crackdown the police station of Xiaodeyingzi Township went to Mr. Yu Haiyang's home at midnight and arrested Mr. Yu Haiyang and his wife Ms. Li Fengchun and sent them to Jianchang Detention Centre and detained them there for two weeks.

By the end of November 2000, Mr. Yu Haiyang, his wife and his elder sister went to Beijing to appeal for Falun Gong again. When they arrived at the train station in Huludao, Mr. Yu Haiyang's wife and his elder sister were arrested by the township police station and detained in Jianchang Police Station for over one month. They were released after they protested by hunger strike. Mr. Yu Haiyang went to Beijing by himself. He did the exercises in Tiananmen Square. He was taken away by plain-clothed police in Beijing and detained at the Representative Office of Huludao City. The next day, police Luo Wenguang and others from Xiaodeyingzi Police Station and Lou Haifeng, the mayor of the township, took him back to his hometown. The police beat him and then detained him at Jianchang Detention Centre. At the detention centre, Mr. Yu Haiyang protested with a hunger strike for nine days. He was beaten once by the director of the detention centre and the instructor. Later, because he did not write the three statements. By the end of March, 2001, he was sent to Huludao City Forced Labour Camp.

Mr. Yu Haiyang's father, a humble farmer, who was formerly healthy, could not bear the persecution. He could not understand what was wrong for his children to practise such a good exercise in order to keep a healthy body and be a good person. He felt there was no place to find justice. He was overcome with anxiety and became ill and passed away not long after that.

After being detained at the forced labour camp for over two months, Mr. Yu Haiyang was severely ill. He had no energy, his whole body felt limp, and could not get up from bed. Liu Guohua, the team lead of the forced labour camp, extorted him for 5000 yuan and then released him.

On April 29th, 2007, Yu Shijie, the director of the police station of Xiaodeyingzi Township, and police Ma Tianen and Luo Wenguang broke into Mr. Yu Haiyang's home and ransacked his home. At that time, Mr. Yu Haiyang was not at home. The police did not present any IDs and there were no family members at home, neither were there any record of items they took away from his home. Since then, Mr. Yu Haiyang and his wife were forced to become homeless.
