Ms. Zhang Ping Suffers Heart Attack from Police Brutality

During the session of the Two Congresses, the Mudanjiang Municipal Commission for Politics and Law and the local 610 Office (an organisation of special agents just for persecuting Falun Gong) directed the police and the domestic security division to harass and arrest local Falun Gong practitioners. On March 1st, 2010, at around noon, police from the Domestic Security Division of the Mudajiang City Public Security Bureau, together with the Xiangyang Police, went to the home of Zhang Ping's mother and said that they were collecting the rubbish fee. They arrested Ms. Zhang at her home. They subsequently ransacked Ms. Zhang's home, taking two computers and a printer, along with 4000 yuan¹ in cash. Zhang Ping was then taken to the Mudanjiang No. 2 Detention Centre.

After Ms. Zhang was jailed for four months, they fabricated documents to frame her and sent them to the prosecutors, who rejected the case. However, they refused to release her, but tried to extort 5000 yuan and have Zhang Ping sign a guarantee statement, promising to no longer practise Falun Gong. After Ms. Zhang rejected the request, she was sent to Harbin Detox Centre for forced labour for two years.

Ms. Zhang was an employee of the Mudanjiang Mechanical and Electrical Company, and lived in the Qingfu Community, Dongan District, of Mudanjiang City. On October 1st, 2000, she was arrested on her way to the home of a fellow practitioner and jailed for 24 days at the Mudanjiang Detention Centre. On September 23rd, 2005, she was doing the exercises when the local police barged in and forcibly took her away while she was still in her pyjamas and slippers. She was restrained in the space behind the back seats, which caused her to have a heart attack due to lack of oxygen, and she had to be taken to the hospital. During her stay in the hospital, Li Fule, head of the Domestic Security Division of Mudanjiang Public Security Bureau, demanded 30,000 yuan from her family. In addition, Zhang Ping was sentenced to forced labour for three years. They made her pay a total of 9000 yuan in three years for her release, but she received no receipts or any legal documents in this regard.
