Crimes Committed by Chinese Communist Party Staff in Wanzhou District, Chongqing

Chinese Communist Party (CCP) staff from Chongqing have recently found a new way of deceiving Falun Gong practitioners and the world’s people, by “involving the local departments” to try and achieve their target of “transforming” [forcibly renounce Falun Gong] practitioners.

“Involving the local departments” means allocating the quota of "transforming" Falun Gong practitioners to the local workplaces, schools, departments, neighbourhoods, and police substations. The benefits received by the involved units depend on whether the units achieve their “transformation” quotas or not. At the end of the year, when the higher authorities come for inspection, if they have not achieved their quota, all the employees will be punished, and won’t get their yearly bonuses.

The following are some examples of practitioners being persecuted in this way.

Elderly Ms. He Yuanlian: Persecuted by the CCP After Completely Regaining Her Health by Practising Falun Gong

Ms. He Yuanlian is an elderly lady who lives by herself in Pailou, Wanzhou District, Chongqing. In early 2010, the neighbourhood committee brought her rice and vegetable oil. On the morning of October 23rd, they took her into custody and brought her to the sixth floor of the Bayi Hotel in Zhoujiaba, Wanzhou District, and attempted to brainwash her.

Before Ms. He started practising Falun Gong, she had numerous health problems. When she was 20 years old, she was working at a construction site when five bricks from the top of the door frame fell on her head. As a result, she suffered from a concussion as well as internal injuries, which resulted in her later contracting many diseases, including blood vessel sclerosis, laryngitis, rhinitis, gastritis, bronchitis and arthritis. She also had problems with her sight and hearing. She went to several hospitals, but the conditions just kept getting more serious. In June 1997, she started practising Falun Gong. Within six months, her illnesses were gone. She felt incredibly fortunate to be illness-free again. She was happy every day and full of energy.

Ms. He had no formal education, but she could read all the Falun Gong books very well. She observed that almost all Falun Gong practitioners experienced miracles. How could she be “transformed”? When the police in Wanzhou District saw that it was impossible to “transform” her, they spread lies saying that He Yuanlian wanted to commit suicide, and tried to persecute her in this way.

Ms. Li Lianying: Sentenced to Forced Labour

On July 31st, 2009, a dozen people from the Baiyan Police Station and the neighbourhood committee forced their way into Ms. Li Lianying’s home. They took her into custody and sent her to the Zhoujiaba Detention Centre for persecution. As Li Lianying’s husband suffers from a mental disorder, he didn’t understand what had happened to her and looked for his wife frantically on the street.

Ms. Li, around 40 years old, resides on Baiyan Road, Wanzhou District. Her husband is unable to work and she still has a teenage child who is studying at school. Her whole family relies on her for their survival. Ms. Li used to be an employee of the Wanzhou District Battery Factory, where she worked extremely hard, and as a result, she was often in poor health. She started practising Falun Gong in 1997, and became healthy both physically and spiritually. However, the factory didn't do well and she became unemployed. It was very difficult to find a job that would allow her to take care of her family, especially her husband. Later, after neighbours saw her situation, they offered her a job collecting water bills in the neighbouring buildings. The whole family relied on this little bit of income to survive. The Wanzhou staff ignored the dire situation for her husband and child when she was sent to the forced labour camp for a one year and three month term.

Mr. Li Jun Sentenced to Forced Labour the Day After He Was Arrested

At 11:00 a.m. on May 10th, 2010, four large men broke into Mr. Li Jun’s home without producing their IDs and without giving any reason for their actions. They forcibly arrested Mr. Li and took him to the Li He Drug Rehabilitation Centre in Wanzhou District. The next day, they notified Mr. Li’s family, and told them that he had been sentenced to a forced labour camp for a one year and three month term. The reason given was that last July, when they searched Mr. Li’s home, they found three Falun Gong articles.

Mr. Li, 41, resides at Baiyan Road, Wanzhou District, and was an employee of the Ship Company. Because he was persistent in practising Falun Gong, in 2000 he was sentenced to one year in a forced labour camp by the Longbao Public Security Bureau. He lost his job and in 2001, after he returned home, he was again taken into custody by the Longbao Public Security Bureau and sent to the Wanzhou Brainwashing Centre. Mr. Li was persecuted there for over a year and was also subjected to long-term harassment and persecution.

The Wanzhou Public Security Bureau secretly reported and collected materials that would decide Mr. Li’s term of forced labour, and they didn't allow him to acknowledge or verify the information. They did state, however, that the information “has been verified by Mr. Li as true and correct.”

There was another Falun Gong practitioner whose salary was garnished by his workplace without reason. His family was told that this was because he had been sentenced to a forced labour camp for one and a half years, and the sentence would be served outside of the camp. There was, however, no record of his sentencing. When they read the paperwork, they realised that the police were fabricating information to steal money from him.
