A List of Crimes by Chinese Communist Party (CCP) Official Li Xingli from Chongqing in the Persecution of Falun Gong

When the Chinese Communist Party (CCP) began to persecute Falun Gong in July 1999, Liu Xingli was a young clerk in Section 1 of Changshou Public Security Bureau in Chongqing. It is reported that he worked closely with the district 610 Office (an organisation of special agents just for persecuting Falun Gong) and Jiang Zemin's, [former leader of China and instigator of the persecution] gangsters to persecute Falun Gong practitioners by unjustly arresting, ransacking, beating, threats, fabricating charges, torture, fabricating lies and committing perjury, and forcing practitioners by torture to denounce Falun Gong and its founder, Teacher Li Hongzhi.

Over the past 12 years, he has persecuted 100 practitioners who were arrested and sentenced, sent to forced labour camps or brainwashing centres, or mental hospitals; and Liu participated in all these cases. Some practitioners were persecuted to death, including Peng Chunrong, Gao Shumei, Yu Xianmei, Zhang Sufang, Zhang Haiming, Zheng Youmei, and Yin Shuqin. Some practitioners' whereabouts are still unknown including Wang Yong, Chen Zhongzhong, Zhang Hetang, Zhou Yonghua, and Li Li.

Li Xingli was promoted as political commissar due to his unrelenting persecution of Falun Gong practitioners. After his new title, he persecuted practitioners even more viciously. He was among the first to start and he led the way in persecuting Falun Gong, and he is the one who has been committing these crimes the longest. His persecution methods were the most vicious and brutal. He repeatedly persecuted, harassed and decimated many practitioners’ families. Many seniors had no children to take care of them, and many kids had no parents to take care of them as a result of his crimes. Over the past 13 years there were countless amounts of money, books and other belongings from Falun Gong practitioners that were unlawfully confiscated and never returned.

Chinese people on the payroll with Liu Xingli are Zhang Bing, Zhou Huainian, Zhang Zhenquan, Hua Changyi, Liu Hong, Zhao Pinghua, Cheng Linkang, Zhang Biao, Che Kui, Li Jinrong, Yuan Bibo, Zou Yong, Yu Hongping and Chen Xiaoping.

The following are some crimes against Falun Gong practitioners committed by Liu and his gang:

In 2004, Liu Xingli and others persecuted Falun Gong practitioner Peng Chunrong from Duzhou Town, which resulted in Ms. Peng's death in the brainwashing centre.

On June 21st, 2004, practitioner Zhang Quanming, a peasant from Huiqiao, Duzhou, was arrested by Che Kui and detained in Changshou Detention Centre. Zhang Quanming was sentenced to a forced labour camp for one year and nine months.

On June 30th, 2005, Liu Xingli and others participated in ransacking practitioners' homes, and arrested over 10 people, with many sent to forced labour camps.

In 2005, Liu and others arrested Falun Gong practitioner Gao Shumei from Changshou. Gao Shumei was persecuted to death in one month.

In March 2005, practitioner Yu Banglian, a teacher in Changer Middle School had his home ransacked by Liu Xingli and his thugs. They confiscated a computer and other items of value. Mr. Yu was arrested and sentenced to one year and nine months.

On April 5th, 2005, practitioner Xiang Ruiqiao, a villager of Huanglian Village, Duzhou Town, wrote 'Falun Gong is Good' on a bridge, but was reported by someone. The reporter was rewarded 500 yuan1 as a bonus. Xiang Ruiqiao was then arrested by Liu and his gang, sentenced to forced labour camp for a year, and extorted 3,000 yuan.

On June 30th, 2005, practitioner Zhang Xiuyun, a peasant in Gelan Town, Changshou District, was arrested in Liu's round up, and was released after a month. In August 2005, Zhang Xiuyun was sentenced to a forced labour for a year.

On August 21st, 2005, practitioner Chen Zongyun, a peasant from the 8th group, Ganzhe Village, was reported by others, and was arrested by Liu's gang. Chen's home was ransacked, and Liu arrested him. Mr. Chen was sentenced to a forced labour camp for 18 months.

At 11 p.m. on April 25th, 2006, Liu brought 20 of his thugs to break into Zou Hualan's home without showing any warrant. They confiscated computers of Ms. Zou's son, and books, printers and other personal belongings. Ms. Zou was arrested and taken to a detention centre and sentenced to a forced labour camp for one year and a half. At 4 p.m. on February 10th, 2012, Liu and 10 gangsters came again to Ms. Zou's home to try to arrest her, but she was not at home. Special people were sent to watch over the gate office of the community. Ms. Zou could not get back home, and became homeless.

In January 2007, Falun Gong practitioner Yu Xiurong was reported while distributing Falun Gong flyers in Duzhou Town, and was arrested by Liu Xingli and his thugs. Yu Xiurong was detained in Changshou Detention Centre, and sentenced to Yongchuan Prison for three years and a half.

On March 12th, 2007, Falun Gong practitioner Yang Shuqiong, a worker in Changhua Hospital was distributing leaflets exposing the persecution of Falun Gong in Guankou when she was arrested by Liu's thugs and her home was ransacked. Her Falun Gong books and other Falun Gong materials were confiscated. Ms. Yang was also sentenced to Yongchuan Women's Prison for three years.

On April 25th, 2007, practitioner Gao Yunxia was reported in Yangguang Town, Tiaohua, and then was arrested by Liu's thugs. Liu and others broke into Ms. Gao's home to ransack and confiscated 5,000 yuan, in cash, a computer, and some valuable personal belongings. Ms. Gao was sentenced in June to forced labour camp for three and a half years at Yongchuan Women's Prison.

On August 11th, 2007, practitioner Huang Shuhua was distributing materials in Fengcheng Town, but was reported and then arrested by Liu's thugs, and sentenced to forced labour camp for two years on September 10th.

On May 29th, 2008, Liu and others arrested practitioner Hua Shufang on the roadside in Tiaohua. Ms. Hua was sent to Sanhao Detention Centre in Changshou and detained for a month. She was then sent to Chongqiong Women's Forced Labour Camp for one year and three months.

On the morning of January 22nd, 2009, Liu arrested Huang Zhenglan and sent her to a women's forced labour camp for two years. Ms. Huang was later sent to Yanjia Mental Hospital in Changshou for eleven months.

On April 16th, 2009, practitioner Wang Qin went to distribute leaflets exposing the persecution of Falun Gong in Linfeng Town, Changshou, but was reported. Ms. Wang was arrested by Liu's thugs and detained. Later Ms. Wang was sent to Chongqing Women's Forced Labour Camp for two years.

On April 16th, 2009, practitioner Peng Lirong went to distribute Falun Gong leaflets in Linfeng Town, Changshou, but was reported. Liu's gangsters arrested and detained her. Ms. Peng was later sentenced to a forced labour camp for two years.

On June 23rd, 2009, practitioner Xiao Huijun went to Jiangnan Town, Changshou, to distribute Falun Gong leaflets, but was arrested by Liu's gangsters. Xiao was then detained in the Changshou Detention Centre, and sentenced to forced labour camp for one year and a half in July. Ms. Xiao was sent to Chongqing Women's Forced Labour Camp.

On July 8th, 2009, practitioner Zeng Fanqing in Gelan, Changshou, was arrested by Liu's thugs from home, and was sent to Changshou Detention Centre on that very day. Later on Zeng Fanqing was sentenced to one year in forced labour camps with probation.

On August 19th, 2009, practitioner Liu Zhiming was arrested by Liu's gangsters in Gelan, Changshou while distributing Falun Gong informational materials. Liu Zhiming was sentenced to a forced labour camp for one year.

At 9 p.m. on September 6th, 2009, practitioner Guo Yi'an was arrested by Liu's gang on the way back home from work. Guo Yi'an's home was ransacked on September 7th. Guo Yi'an was then sentenced to a forced labour camp for a year.

In January 2010, practitioner Guo Yunqing was explaining the facts about Falun Gongin a flower shop in Xinshiji, Changshou, but was reported and then arrested by Liu's group. Ms. Guo was sentenced to Chongqing Women's Forced Labour Camp for a year.

In January 2010, practitioner Zhu Zancui, a retired doctor in Chuanwei Plant, was explaining the facts about Falun Gong in a flower shop in Xinshiji, Changshou, but was reported and then arrested by Liu's gang. Ms. Zhu was sentenced to Chongqing Women's Forced Labour Camp for a year.

At 8:30 a.m. on June 30th, 2010, practitioner Feng Ping, a worker in Changhua Hospital, was arrested by Liu's gang and sent to Chongqing Brainwashing Centre.

At 9:30 a.m. on July 27th, 2010, practitioner Liu Weizhong was arrested by Liu's gang and sent to Chongqing Brainwashing Centre.

At 4 p.m. on January 20th, 2012, practitioner Li Mingfang in Sanhao Village, Duzhou, Changshou, was selling calendars to villagers, but was reported by CCP secretary Xiang Changsheng. Ms. Li was then arrested by Liu's gang, and sent to Chongqing Women's Forced Labour Camp for two years.

At 4 p.m. on February 3rd, 2012, practitioner Wu Shuhui was arrested by Liu and his gang and detained in Changshou Detention Centre. Wu Shuhui was then sentenced to a forced labour camp for two years.

At 4 p.m. on February 3rd, 2012, practitioner Li Chunyuan in Duzhou explained the facts of Falun Gong to CCP secretary Xiang Changsheng, but was reported by him. Liu Xingli brought a group to ransack Li's home, confiscating a computer, a printer, Falun Gong books, informational materials, and personal belongings. Li Chunyuan was detained in Changshou Detention Centre and was sentenced in March for two years in forced labour camps.

At 11 a.m. on February 10th, 2012, Liu's gang arrested practitioner Cheng Jianbo in Duzhou and ransacked Cheng's home, confiscating a laptop, Falun Gong books and other things. Cheng Jianbo was sentenced in March to two years of forced labour camp.

On February 23rd, 2012, practitioner Li Xiaoling was putting up posters about the persecution of Falun Gong in Jinshan Slip Road, and was arrested by Liu's gang. Li Xiaoling's home was ransacked, and some materials were confiscated. Li Xiaoling was sentenced in March to two years of forced labour.

At 1 p.m. on March 19th, 2012, 70-year-old practitioner Ms. Peng Yunfang, a peasant from Duzhou, and another practitioner, 40-year-old Ms. Zhang Li, from the Fifth Group, Duzhou, were both arrested in their homes by Liu's gang and their homes were ransacked. Liu’s thugs confiscated many Falun Gong books, informational materials, DVD players and other items. The practitioners are now detained in Changshou Detention Centre.

At noon on March 21st, 2012, Falun Gong practitioner Cheng Yonghe was arrested by Liu's gang as he was working in Xishan, Changshou. His dormitory was ransacked and the thugs confiscated a computer and other personal belongings. Mr. Cheng is now detained in Changshou Detention Centre.
