The Foreign Secretary Jack Straw met Chairman of the Democratic Party in Hong Kong, Martin Lee, on 19th November 2002 to discuss proposals for the Article 23 legislation in Hong Kong.

Mr Straw said: "The UK Government continues to follow developments in Hong Kong closely, in line with our commitments arising from the 1984 Sino-British Joint Declaration on Hong Kong. As Foreign Office Minister Bill Rammell said yesterday, the UK has a responsibility to ensure that rights and freedoms enshrined in the Joint Declaration are maintained - and that any new legislation must be compatible with these rights and freedoms and with maintaining Hong Kong's autonomy."
