On January 31, 2003 (Chinese News Year's Eve), "610 Office" [an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.] personnel in Mengyin county, Shandong province tortured both Liu Shufen, from Yinan county and Zhang Dezhen, a middle school teacher in JiuZhai Middle school, Mengyin county, to death. Afterwards, their bodies were discarded. Leaving the scene of the crime, the murderers walked away without the slightest bit of remorse, and proceeded to celebrate Chinese New Year with their families.

On January 3rd, 2003 of the Chinese lunar calendar, the county "610 Office" and Police Station officials concealed the truth. They forcefully pulled Zhang Dewen (Zhang Dezhen's elder brother) into a car. In addition, Liu Changbo, the head of Jiuzhai Village Police Station, loudly scolded the fellow villagers who witnessed what was happening. The chief of the "610 Office" forced Zhang Dewen to sign the "death report" of Zhang Dezhen by cursing, terrifying, deceiving, and threatening him.

Upon her death, the police did not allow Zhang Dezhen's family to hold a farewell ceremony for her, but cremated her corpse that same night in order to eliminate the criminal evidence. Zhang Dezhen's body was in terrible shape: she was holding her head with her two hands, her legs were badly bruised, and many of her teeth were missing. Under her body there were several packages of bloodstained toilet paper. The school she served at bought a suit of clothes for her, but since her body was so stiff from rigormortis, they couldn't put them on so they just used them to cover her.
