Hegang City Police Torture Falun Dafa Practitioner To Disability and Terrorise His Family

On March 1, 2000, police officer Zhang Ping from Xinnan Police Station of Gongnong Police Branch in Hegang City in Jiamusi, Helongjiang Province kidnapped practitioner Tan Yanjun from his home. This was Tan's second arrest for practising Falun Gong. Zhang also confiscated Tan's family properties including Dafa books, cassette player, money and other valuables. Mr. Tan was held in a detention centre for seven months. During this time, the police officers tortured him with various means. Mr. Tan could not walk as the result of the torture and was in a coma for nine days. The doctor in the prison could not detect his blood pressure or pulse. The police officers were afraid of taking responsibility and released him after extorting 2000 Yuan [The average monthly salary of an urban worker in China is 500 Yuan.] from his family.

At around 7 a.m. on January 9, 2002, police officers Zhang Ping and Zhang Jun illegally took Tan to the Xinnan Police Station for the third time. At around 8 p.m., police officers including Zhang Jun, Liu Bing, and Jiang Jinsheng drove to Tan's house. They broke into the house and took everything including 1800 Yuan in cash, a 200 Yuan bank certificate, cassette player, walkman, leather bag, Dafa books, video tapes, and VCDs. At around 9 p.m., Li Shujiang, the director of Gongnong Police Branch, interrogated Tan using brutal torture. After beating Tan for a day and night, they took 115 Yuan from his pocket and sent him to the detention centre. By this time, Tan could not even move.

On April 18, 2002, police officer Zhang Zhipeng went to the Xinnan Elementary School. He took Tan's two kids to the Xinnan Police Station without informing Tan's family. In the station, he threatened the kids to force them to tell things about Tan. Upon seeing that Tan's face had become black and blue and unrecognisable, severely swollen and blistered from the torture and he kept falling, even sitting against a wall, the kids were so frightened that they kept crying. Mr. Tan told his children, "Go home and tell grandma and auntie that dad's ears could not hear anything after the beatings and his heart is beating so fast that it is very uncomfortable." Li Shujiang used cruel torture methods every time he interrogated Tan and often beat Tan into unconsciousness. Once a doctor told Li, "You can't beat him again. He was already diagnosed in the city's hospital with a perforated eardrum and heart irregularities." Li ignored the prison doctor's advice and beat Tan again on the following day. While torturing him, Li viciously said, "If you don't say anything, we will beat all 206 of bones one by one. We have a quota if you die. If we can't beat you to death, it's OK if you are on your last breath." He even forced Tan's finger print on the documents that Li wrote with fabricated charges while Mr. Tan was unconscious from the torture.

On May 5, 2002, Li Enhou, the director of the Security Section, told Tan during the interrogation, "The city's Party Committee Secretary Zhang Xingfu said that Falun Gong practitioners should be treated as criminals. There were death quotas if we beat practitioners to death. It is OK if they are on their last breath, if not actually dead. The authorities from above will take the responsibility." Then he started to torture Tan and forced him to confess to their false allegations. As result of the torture, Mr. Tan lost his ability to look after himself. He could not even turn over in bed. According to a released person detained in the same cell in the First Detention Centre, it is not known whether Tan is dead or alive.

On the evening of April 23, 2002, Zhang Rui, the Director of the Security Section in Xiangyang Police Branch, ordered Director Zhuang of Nanyi Police Station and some police officers to arrest Tan Yanjun's elder sister in her shop. Because the elder sister was not there, Tan Yanwei, Yanjun's younger sister, was working in the shop that day. Police officer Zhang Rui kidnapped Yanwei and sent her to the detention centre. The head of the detention centre Li Shulin and police officers You Jie and Wu Yanfei put foot shackles on Yanwei. They did not allow her to sleep and ordered a prostitute in her cell to pour cold water on her head whenever she closed her eyes. Ms. Tan Yanwei's whole body was soaked, and she sat on the wet floor for as long as 17 days consecutively. Yanwei did not eat much, since going to the toilet was difficult. She lost more than 33 lbs in one and a half months. On June 9, 2002, the detention centre informed Yanwei's family that she was to be sent to a forced labour camp. Her family members immediately went to the detention centre. They paid 260 Yuan in order to see her. She was so emaciated and skinny that she was unsteady on her feet. Despite her health, she was sent to Jiamusi Forced Labour Camp on June 6.

While in the detention centre, Junwei wrote a letter to her father Tan Guoyi. Huo Fengyun, the head of the 46th residential committee in Dongshan District in Hegang City, sent the letter to Xinyi Police Station. On June 29, 2002, Yang Maobiao, the director of Xinyi Police Station and police officers Wang Cai and Xiao Chunquan ransacked Tan's house and took their personal property including Dafa books and cassettes. Although the head of the detention centre first refused to accept Tan because of her health condition, police officers including Yang Maobiao bribed the head of the centre so that Tan Guoyi was kept there.
