In an interview with Reuters, November 6th, Sir Nigel Rodley, a British law professor and U.N. special rapporteur (investigator) on torture said "Political and religious detainees, including members of the banned Falun Gong spiritual movement, ... can be subject to torture in China"

Sir Nigel Rodley has sought invitation from China for several years to look into
persistent allegations of torture but has never been successful.

China has told Western diplomats in recent weeks it is willing to negotiate
the terms of a visit, but has made no contact since May, he said. ``From my end, there is still nothing new. '' he said. ``Concerns relate to the problem and existence of torture in China, in police detention, in remand prisons and penitentiaries.

Sir Nigel Rodley gives his annual report to the U.N. General Assembly on Thursday 8 November. Next week, he will leave his office of UN Special Rapporteur on Torture to join the U.N. Human Rights Committee.
