Ms. Xiao Guiying was born in 1951 in Huaihua City, Hunan Province. Because Ms. Xiao went to Beijing to appeal for Falun Gong in September 1999, the police abducted and detained her at Wushuilu Detention Centre in Huaihua City for 15 days. Twenty days later, she went to Beijing to appeal again, and she returned home safely. In November of the same year, she was arrested for appealing for Falun Gong from her home in Zhongfang County. They ransacked Ms. Xiao's home and detained her at Wushuilu Detention Centre in Huaihua City again.

Around February 2000, during a public criminal trial at the Zhongfang County Police Department, Ms. Xiao was put on display with a large cardboard sign hung from her neck. The local television station broadcast the trial, in which Ms. Xiao was subjected to humiliation and personal insults. On May 18, 2003 the People's Court of Zhongfang County sentenced Ms. Xiao to three years of imprisonment. Ms. Xiao was sent to the Women's Prison in Changsha City of Hunan Province.

In the afternoon of February 25, 2003, around 6 o'clock, police from Hecheng police precinct of Huaihua Police Department arrested Ms. Xiao from her home without a warrant. They confiscated a photocopy machine and a multi-function Laser printer worth approximately 30,000 Yuan [500 Yuan is the average monthly income for an urban worker in China.]. Ms. Xiao was detained as a criminal; she was officially arrested on May 21 and sent to the No. 2 Detention Centre of Huaihua City. On August 14, Hecheng District Court sentenced her to eight years of imprisonment without any charge.

Her current condition is unknown. We call for attention from the World Organization to Investigate the Persecution of Falun Gong.
