The Treachery of the Chinese Dictator Jiang Zemin

Jiang's deceitfulness and falsehood have been well displayed in the international arena. Jiang had expressed his intention to retire from all official positions, yet he retained his position as the Chairman of the Central Military Commission through scheming during the 16th National Congress. By the looks of it, he continues to ask everyone to adhere to his "Three Representations"1 announcements. Behind the scenes, he shamelessly abuses his power and forms cliques to further his self-interests. He is guilty of embezzlement and corruption, and he shelters degenerate but trusted subordinates. On the surface, he appears to be an honourable gentleman, but he is a shameless villain in disguise.

In the persecution of Falun Gong, Jiang's ploy of double-dealing is fully exposed. On one hand he uses lies to deceive the public through the state-run media. On the other hand, he chooses the most insidious, vicious and cruel methods to persecute Falun Gong practitioners.

Jiang Sharpened His Knife Behind the Claims of "Never Banned"

After the peaceful appeal of Falun Gong on April 25, 1999 was satisfactorily resolved, both the Chinese Communist Central Appeals Office and the China State Department Appeal Office issued on April 27 statements assuring that neither the central government nor any local governments had ever banned Falun Gong. On June 14, both appeals offices reiterated that the government had never banned Falun Gong. The Xinhua News Agency2 also published an article stating that Falun Gong had never been persecuted or banned. In the article, it asked practitioners not to believe rumours. Even just a few days before Jiang launched the persecution, on July 13, the People's Daily3 printed another commentary saying: "practising Qigong is not superstitious and exercising is not against the law."

At the same time the Xinhua News Agency was claiming that Falun Gong had not been persecuted or banned, Jiang was secretly plotting and preparing a large-scale persecution of Falun Gong, because he was driven by jealousy and hatred.

On April 25, 1999, Jiang sent an overnight letter to the Politburo. He circulated his personal letter within the Central Committee as a top-secret document. On June 7, Jiang gave a speech in a Politburo meeting regarding the Falun Gong issue. On June 13, the Central Committee distributed Jiang's speech as an official document. In his speech, Jiang groundlessly labelled Falun Gong a political enemy of the party and the suppression of Falun Gong a "political struggle." This speech laid the groundwork for mobilising the Communist Party and the entire country to secretly prepare for the persecution of Falun Gong.

Based on the June 7 speech, Jiang's regime set up the "Office for Dealing with the Falun Gong Issue" (also known as the "6-10 Office"4) on June 10, 1999. It was given responsibility for organising and directing the persecution of Falun Gong.

During this period of the time, Jiang and his conspirators issued several secret documents concerning Falun Gong. For example, on June 17, as the experimental site for eradicating Falun Gong, an official document was sent to Shandong Province, requiring all the Party members and government officials to stop practising Falun Gong. By July 20, 1999, when all the secret plotting and planning were completed, Jiang initiated the brutal persecution of Falun Gong.

Jiang's Criminal Activities Under the Label of "Governing by Law"

"Governing by law" is one the most publicised slogans used by the official media, which is controlled by Jiang. In reality, Jiang replaced the law with his power. The persecution of Falun Gong violates the Constitution of China. There was neither a discussion in the People's Congress nor any open investigation by the court of law or the procuratorate. Instead, the stability of the society was destroyed and the national interests were put aside. The persecution was brought about by the dictatorship, and the basic rights of freedom of belief for Chinese citizens, protected under the constitution, were violated. In the name of the government and the people, Jiang utilised all the power and resources of the Party and the Chinese government in this persecution. Innocent people are being arrested and killed at will. This is nothing other than state-run terrorism.

Jiang set himself above the law and trampled the constitution and laws. He destroyed all efforts that established the legal system after China had adopted reform and the open door policy. At the same time Jiang used lies to slander Falun Gong, he also compelled the government, Party officials and police to break the law. They recklessly arrest Falun Gong practitioners, search and ransack their homes, and send them to prisons and forced labour camps. They also extort money from practitioners and their families, beat and even kill practitioners. Falun Gong practitioners are stripped of all their legal rights. For example, when Falun Gong practitioners appeal according to the law, they are charged with "disturbing the social order." The government has called on the people to trust the government, but when the practitioners tried to report their situation to the government, they are accused of being "anti-government" and politically motivated.

According to an analysis from legal experts, Jiang's regime has used its power and trampled the law in the persecution of Falun Gong practitioners. It has violated the Chinese criminal law. Its actions violate the People's Republic of China Constitution articles 35, 36, 37, 38, 39, 41 and others. According to the Chinese Criminal Law articles 13 and 14, such actions can be categorised as intentional crimes, that include harassment, slandering, illegally depriving citizen's rights for freedom of belief, abuse of power, false accusation and framing of individuals, illegal search, illegal detention, extortion and confession through torture, infringement on freedom of correspondence that includes opening, hiding and destroying personal mail and telegrams, official retaliation, forging evidence, hindrance of testimony, retaliation against witness, abuse of inmates, intentionally injury, manslaughter, murder, and so on.

The So-Called "Re-education Is Like a Spring Breeze" Is in Fact Just a Form of Cruel Persecution

Under Jiang's policies and secret instructions, such as "defaming their reputation, bankrupting them financially, destroying them physically," and "death of Falun Gong practitioners from beating is nothing and shall be counted as suicide," the lawless officials used the most inhuman tortures on Falun Gong practitioners, such as piercing fingers with bamboo sticks, tiger bench5, dead person's bed 6, force-feeding, physical abuse, been hanged using handcuffs, locked in a cage, pressed under heavy objects, electric shocks, burned with fire, hung and beaten up, and brainwashing. They shoot un-armed practitioners and inject chemicals into healthy and normal practitioners to destroy their central nervous systems. Furthermore, sexual abuses and assaults to female practitioners are absolutely heinous.

Yet, Jiang asserts his power to control the state-run media to publicise and disguise the horrific crimes committed by his regime, which claims that Falun Gong practitioners are being "re-educated with care and love." Such deceitful and hypocritical propaganda from the government, however, cannot cover up the bloodshed and torture that are happening behind the scenes. This has also led to the issue of distrust in China, and the government's reputation has been ruined.

Reciting U.S. President Lincoln's Emancipation Proclamation while Exporting State-Run Terrorism

Many people still remember Jiang praising democracy in foreign languages when he was receiving state guests or visiting other countries. He even recited U.S. President Lincoln's Emancipation Proclamation, in which President Lincoln declared all slaves should be free. Jiang also sang and danced like a clown. These kind faces were put up to create the illusion of friendliness for the international community. Behind his game face, Jiang resorts to all methods needed to export lies and terrorism. For example, Jiang personally handed out booklets that defamed and slandered Falun Gong to foreign heads of state; he ordered Chinese consulate officials and special agents to spread lies to slander Falun Gong and harass practitioners outside of China; he even exported and directed state-run terrorism. The recent incident in South Africa, in which an Australian Falun Gong practitioner was seriously injured in a drive-by shooting, is such an example.

At the same time, the Jiang regime uses political and economic interests to bribe and pressure other countries and to buy the silence of the international community concerning human rights abuses and genocide he has committed in the persecution of Falun Gong.

Jiang's Immoral Behaviour under the Banner of "Rule by Virtue"

In June of 2004, Jiang promoted his personal bodyguard to the rank of general. Public opinion for observers outside of China was sheer bewilderment. Some even said Jiang had gone mad. Jiang's mentality is totally twisted, and his mind is governed by hypocrisy and vanity. Greedy and full of lust for power, Jiang is unscrupulous and has a callous heart. Yet, facing his failure to suppress Falun Gong, Jiang is full of fear and hatred. It is his second nature to lie. He uses the government to produce and spread lies slandering Falun Gong. He orders practitioners to be framed or sentenced without charging them. To promote hatred against Falun Gong among the general public, Jiang even staged the Tiananmen Square self-immolation incident. With his evil deeds exposed, Jiang can no longer cover his butcher-like dictatorship with hypocrisy.

Falun Gong teaches practitioners follow the principle of "Truthfulness, Compassion, and Tolerance" to cultivate mind and body. Practitioners are required to upgrade their moral character. If Jiang really wants to rule by virtue, he should welcome Falun Gong and promote it among the general public. On the contrary, Jiang not only persecutes Falun Gong, he also urges the police and the general public to ignore the real criminals and focus on arresting practitioners who dare to speak the truth. In order to capture Falun Gong practitioners, the police have been ordered to stop tourists and pedestrians in the public and demand that they defame Falun Gong with profanity. Anyone refusing to do so is considered a Falun Gong practitioner and arrested. Such a thing is happening even on Tiananmen Square. Jiang's immoral behaviour seriously degrades the public moral standard and undermines the Chinese culture.

Once the general public breaks through the information blockade and cover-ups, they will see through the Jiang regime's "smiling faces" and clearly recognise the treachery he has committed. The public will understand that the Jiang regime's persecution of Falun Gong has caused the Chinese government to be distinctively separated from its citizens. On the surface, China is being modernised with many skyscrapers and a lot of foreign investments. Underneath the surface, however, Jiang's regime controls the Chinese government to inhumanly persecute its own citizens. This persecution has caused enormous pain to the populace.

1. "Three Representations" -- A political propaganda tool promoted by Jiang Zemin, which claims that the Chinese general public supports the Communist Party because the Party represents the development needs of the Chinese production forces, the direction of Chinese culture, and the fundamental well-being of the Chinese general public. Jiang has been calling the government to follow this propaganda to rule the country better.

2. Xinhua News Agency is the official news agency of the Chinese Communist Government. The agency handles all external press releases for the government.

3. People's Daily is the largest state-controlled newspaper in China.

4. The "6-10 Office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.

5. Tiger bench -- Practitioners are forced to sit on a small iron bench that is approximately 20cm (6 inches) tall with their knees tied together. With their hands tied behind their backs or sometimes placed on their knees, they are forced to sit straight up and look straight ahead. They are not allowed to turn their heads, close their eyes, talk to anyone or move at all. Several inmates are assigned to watch over the practitioners and force them to remain motionless while sitting on the bench. Usually some hard objects are inserted underneath the practitioners' lower legs or ankles to make it harder for them to tolerate this abuse.

6. Dead person's bed is a torture in which the practitioner's four limbs are stretched out and tied to the four corners of an icy-cold metal bed. The practitioner cannot move at all. Neither is he allowed to get up to eat, drink, or go to the bathroom. This treatment would last from several hours up to more than a dozen days. This type of cruel torture causes severe damage to the practitioner both mentally and physically.
