LONDON [FGAUK] - Application has been made to London New Scotland Yard for a criminal charge to be made against Jiang Zemin, formerly the general Secretary of the Chinese Communist Party and the Chairman of the People’s Republic of China. He is charged with crimes against humanity. As head of the Chinese Government, Jiang is personally responsible for organizing and directing a systematic campaign of persecution, torture and genocide against Falun Gong practitioners in China. This persecution officially began in July 1999 when practitioners of Falun Gong in China numbered between 70 and 100 million. He thereby committed offences contrary to Section 134 of the Criminal Justice Act 1988. He is understood to no longer hold any office.
To carry out the persecution, Jiang Zemin established an organ of the CCP, known as the “6-10 Office”, vested with the capacity to monitor, investigate and persecute Falun Gong. This organisation exercises authority over all departments and services of government through a vast apparatus extending throughout China. The 6-10 Office’s objective is to suppress Falun Gong by all means, including torture, murder and other forms of violence, deprivation of employment and children’s education, destruction of property and detention in slave labour camps. In scale, this constitutes the most massive and organized persecution in human history. Physical torture is followed by systematic brainwashing, conducted by relays of interrogators over prolonged periods of sleep deprivation in the attempt to induce recantation of belief.
No information is disclosed on the number of deaths resulting from torture, which are believed to amount to between five and ten thousand. The campaign of suppression has been accompanied by a hugely-resourced operation of propaganda in China and abroad to demonize Falun Gong by false allegations of serious crimes.
Criminal charges against Jiang Zemin have been filed in many other countries. If, since Jiang Zemin is resident in China, rules of jurisdiction exclude court proceedings at present, future extradition may enable proceedings to be undertaken if Jiang Zemin should visit any country with which the U.K. has extradition arrangements.

Background
Falun Gong, also known as Falun Dafa (about), is a practice of meditation and exercises with teachings based on the universal principle of “Truthfulness-Compassion-Tolerance.” Practised in over 60 countries world-wide, Falun Gong has roots in traditional Chinese culture. With government estimates of as many as 100 million practising Falun Gong in China, China’s then-Communist leader, Jiang Zemin, outlawed the peaceful practice in July 1999 (report). Since that time, Jiang’s regime has intensified its propaganda campaign to turn public opinion against the practice while imprisoning, torturing and even murdering those who practise it. The European Falun Gong Information Centre has verified details of 1170 deaths (reports) since the persecution of Falun Gong in China began in 1999. In October 2001, however, Government officials inside China reported that the actual death toll was well over 1,600. Expert sources now estimate that figure to be much higher. Hundreds of thousands have been detained, with more than 100,000 being sentenced to forced labour camps, typically without trial.
