The local police took her and the other practitioners back to their hometown, and held them in custody at Tiechang Police Station. It was during the chill of winter and it was snowing outside. During the first three days, the police tied them to a tree, and made them sleep on the floor at night. Afterwards, the police extorted 3000 yuan (1) in fines from each practitioner. Zhang Shulan and fellow practitioners were detained for 318 days at the Tiechang Police Station. They were then transferred to Zunhua Detention Centre for a month. After she was released, she was frequently harassed by the police. Ms. Zhang Shulan died on January 31, 2002.

Mr. Liu Enfang, 77, was from a village near Gucheng County, Hebei Province. He began to practise Falun Gong in 1996, and recovered from many diseases within a short time. In February 2003, someone reported the practitioner's activities to expose the persecution to police. Policeman Zhang Dangyi suspected that Zhang Xingli distributed the flyers, arrested him at his workplace, and sentenced him to two years of forced labour. In the detention centre, Zhang Xingli's mind and body suffered tremendously. He was twice rejected from the forced labour camp, so the corrupt authorities carried out their persecution outside the confines of the camp.
