Blood and Tears in Yanji: Crimes Committed by the Yanji City State Security Group and Police Station Branches

Since July 20th, 1999, the Chinese Communist Party's persecution of Falun Gong, focusing on "ruining practitioners' reputations, bankrupting them financially, and destroying them physically," has brought serious damage to the practitioners of various ethnic groups in Yanji City, the capital of Yanbian Chaoxian Autonomous Prefecture.

It has been verified that Yang Zhongfang, Song Yonghua, Piao Shihao, Liu Boyi, Hao Yingqiang, Chi Huiwen and other practitioners were persecuted to death due to torture by policemen at the Yanji City State Security Group and police station branches. Another group of more than twenty practitioners including Jin Dejun, Lin Shixiong, Xin Yanjun, Guo Peijun, Cai Fuchen, Sun Xi, Li Xianglan, Chen Guangwe, Zhang Hui, Gao Yan, Piao Hongquan, and Jin Ming were sentenced, and more than ten practitioners were sent to forced labour camps. The total number of practitioners arrested and/or detained is unknown.

From 1999 to the present, especially during the period of the second half of 2001 and 2004, the police branches have been severely persecuting Falun Gong practitioners in Yanji under the instruction of Li Dongzhu, the police chief in charge of the persecution of Falun Gong at Yanji City Police Station, and Xu Xiaofeng and Xiao Bin at the Yanji City State Security Group.

On July 2nd, 2002, the policemen from Jiangong Police Station branch beat practitioner Yang Zhongfang to death overnight under the instruction of Yu Minghuan, the party secretary of Jiangong Police Station branch. Yang Zhongfang ran a deli business at Xiyuan Market (now Lihuayuan Market), Yanxi Street, Yanji City.

On August 21st, 2002, Professor Piao Shihao from the Medical School of Yanbian University was tortured to death at Yanji City Detention Centre.

The police from Yanji City State Security Group arrested practitioner Song Yonghua from Yanji City on November 28th, 2001. Due to being tortured for a long period of time, Song Yonghua passed away at Helong City Detention Centre on October 28th, 2003.

Chi Huiwen (Persecuted to death) 6-year-old daughter, Chi Yujing

Chi Huiwen was assaulted and persecuted by policemen from the Yannan Police Station branch (now Jiangong Police Station branch), and passed away on April 22nd, 2004 leaving a 6-year-old daughter behind.

Since 2001, many practitioners have been arrested by the Yanji City State Security Group and were sentenced without evidence of committing a crime. For hanging Falun Gong banners and/or distributing Falun Dafa leaflets exposing the persecution, Jin Dejun, Hao Yunqiang (since persecuted to death), Xing Yuanjun, Guo Peijun, and other practitioners were sentenced from seven to nine years of imprisonment at Jilin Prison. They were tortured at the State Security Group with brutal methods after being arrested, and their painful screaming was heard all over the detention centre.

The policemen from the Chaoyang Police Station branch worked the hardest in persecuting Falun Gong practitioners. Many of these officers have since been promoted to the city police station or city security bureau because of their "achievements" in the persecution. Liu Xinwen became the head of the Chaoyang Police Station branch, promoted from an average police officer during this period.

In March 2003, under the instruction of Li Dongzhu, the head in charge of the Falun Gong persecution at the Yanji City Police Station, Liu Xinwen, head of the Chaoyang branch, and other policemen searched for practitioners in Yanji City and arrested more than forty practitioners, many of whom were women. The police tortured the practitioners with brutal methods. For example, many female practitioners' arms were bound behind their back and they were hung up for more than ten hours. Practitioners' heads were covered with a plastic bag, and they were subjected to "tying the rope"1. They were also subjected to the Tiger Bench2, sleep deprivation, and other brutal tortures.

The police also threatened and deceived practitioners' families. The practitioners would be arrested, sentenced to labour camps, or imprisoned, in order to extort money from the families.

In the seven years of persecution, the police station branches of Beishan, Gongyuan, Jiangong, Henan, Xinxing, Yilan, and other departments have participated in the persecution against Falun Gong. Their persecution methods are cruel.

Note

1. Tying the rope: one type of brutal torture, refers to putting a thin nylon rope around the back of a person's neck, and then wrapping it around both shoulders down to each arm loop by loop, and then over each hand. The rope is tightened to its limit and it cuts into the flesh. Both arms are forced behind the back and raised to the extreme, and then both thumbs are tied with a rope and locked to the rope that goes around the back of the neck. The person tortured in this way is then kicked to kneel down on the floor. The rope is released about one hour later, and then the person is tied up like this again a second time, then a third time.

2. "Tiger Bench": Prisoners are forced to sit on a small iron bench that is approximately 20 cm (6 inches) tall with their knees tied together. With their hands tied behind their backs or sometimes placed on their knees, they are forced to sit straight up and look straight ahead without movement for long periods of time.
