Persecution Cases of Falun Gong Practitioners in Chongqing City

Guangyang Town is located in the Nanan District of Chongqing City. One can take a boat at the Chaotianmen Docks to get there by heading east along the Yangtze River. The Chongqing Shipyard, a large-scale state-owned enterprise, is situated in Guangyang Town. Since July 22nd, 1999, Wu Guochang (director of the police station in Guangyang Town, Nanan District, Chongqing City), Liu Rong (officer from the 610 Office1 in Guangyang Town, Nanan District, Chongqing City) and Li Weixiu ( party section chief of the State-Owned Chongqing Shipyard in Guangyang County, Nanan District, Chongqing City) as the leaders, with the cooperation of Li Defen (Director of the local community) and Luo Bin (deputy director of the security department of the shipyard), are continuously and viciously persecuting steadfast Dafa practitioners. In order to strengthen their control and surveillance of practitioners, they have paid unemployed people in the village and the factory compound to follow Dafa practitioners and make trouble for them. Personnel are stationed at every street intersection and boat dock of Mingyuetuo Area, Guangyang Town.

On the so-called sensitive dates, when Dafa posters and banners often appear in the area, the police will break into Dafa practitioners’ homes and thoroughly search them day or night. They sometimes even break the practitioners door into pieces. They often order practitioners to go to the police station and interrogate them. They forbid practitioners from visiting each other. They make phone calls to practitioners to harass them at all hours. On one occasion a practitioner went out to buy oil and they happened to see him. They insisted on checking the container to see if there was anything hidden inside.

The state-run shipyard has gone bankrupt. Some practitioners have left the factory and gone to other places to work. Some have gone to live with their children. However, the perpetrators still don't leave them alone. They send staff to various local police stations and collude with them to continue to persecute practitioners. As for practitioners that they can't find, they send out people to look for clues of their whereabouts. They even put "Wanted" notices on the Internet.

The purpose of the police monitoring Dafa practitioners is to prevent them from explaining the facts about Falun Dafa and exposing the persecution. Once they find out that practitioners are doing truth clarification they persecute them, sending them to the brainwashing classes, detention centres, forced labour camps and to be sentenced. For example, in Mingyuetuo area alone, three practitioners were sentenced to one and three years, respectively, to forced labour camp, seven were detained and four were sent to brainwashing classes. Some practitioners have been detained more than twice. Details of the persecution of some Dafa practitioners are as follows:

Dafa practitioner Yao Lihua went to Beijing to speak out for justice at the Appeals Office. She was detained for one month. She was sentenced to one year of forced labour for not writing a guarantee statement2. After one year in the forced labour camp, because she still refused to write a guarantee statement, they extended her sentence another three months. During her imprisonment in the forced labour camp, they used various methods to torture her. They coerced her daughter into kneeling down and begging her to write a guarantee statement. They instigated her husband to threaten to divorce her. Yao Lihua still refused to write a guarantee statement. Her husband divorced her.

In October, 2003, Wu Guochang and others went to the home of Yao Lihua’s daughter in Shenpengbei District, forcibly arrested Yao Lihua and took her directly to brainwashing class. All people in the brainwashing class were forced to take unknown drugs and have unknown drug injections. She was brainwashed for three months and the perpetrators extorted 10,000 yuan3 from her employer's factory. Furthermore, they mobilised people to go to her daughter’s house to put pressure on the family. They colluded with the local police and went to her daughter’s home or made phone calls to harass her.

In 2002, policeman Wu Guochang and others broke into Dafa practitioner Duan Fanghe’s home and searched the house. They found Dafa materials and detained Duan Fanghe for two weeks. In July 2005, Duan Fanghe was followed and arrested when he was distributing the Nine Commentaries on the Communist Party 4 and was sentenced to one year in forced labour camp. After one year of persecution in the forced labour camp, he went from being a healthy person to a person who couldn’t see or hear. He was hospitalised until he went back to the factory in July 2006.

In late 2003, Dafa practitioner Gan Changlin was followed and arrested when he was on the way to distribute truth clarifying materials. He was taken to a brainwashing class. The perpetrators extorted 10,000 yuan from the factory. On August 2nd, 2006, Gan Changlin was arrested again and has been detained ever since.

1. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.

2. "Guarantee Statement": A statement to declare that one is remorseful for practising Falun Gong and guarantees not to practise Falun Gong again, not to go to Beijing to appeal for Falun Gong, and never again associate with any Falun Dafa practitioners.

3. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
