In order to persecute Falun Gong, the Chinese Communist government uses its dictatorial power and taxpayers' money to set up huge organisations with large amounts of manpower, materials and financial resources. These organisations monitor the telephone calls of Falun Gong practitioners and place their movements under surveillance. They oversee the brainwashing of imprisoned practitioners.

The so-called "Legal Centres" have been in existence since 2001, in order to try to force practitioners to give up their beliefs. All cities in Guangdong Province have set up these organisations to abduct and brainwash practitioners. Each brainwashing centre has its own head, security force, armed police, Public Security Bureau, and logistics support personnel. Each practitioner is handled by one department and one assistant teacher. In Zhaoqing City, the government provides three thousand yuan1 to the facility as a brainwashing fee for persecuting each Falun Gong practitioner. The practitioner's employer is required to provide three thousand yuan plus the staff's salary, about ten thousand yuan each month. In Shenzun City, the government will provide five thousand yuan for each practitioner, while the practitioner's employer must provide five thousand yuan, plus the staff's salary. It costs 20 thousand yuan each month to persecute one Falun Gong practitioner.

The "Legal Centre" in Guangdong Province uses land, buildings, and equipment worth over 30 million yuan. A typical brainwashing centre usually hold about 20 practitioners, but it is staffed by over 90 people. Each person's salary is three thousand yuan a month, so total salaries will amount to 270 thousand yuan. The amount spent on equipment and buildings is 100 thousand yuan a month, plus other expenses, for an average of 20 thousand yuan for persecuting each practitioner.

There are 30 guards and police officers in Sanshui Forced Labour Camp and 35 people on-call to assist in persecuting Falun Gong. The cafeteria, hospital, and administrative staff amount to over 80 personnel. They hold just 20 practitioners there. The land, buildings, and equipment they use is worth over five million yuan. The cost each month includes: 50 guards and managers at three thousand yuan each for a payroll of 150,000 yuan a month; 35 on-call personnel at one thousand a month for a payroll of 35 thousand yuan. Buildings and equipment cost 20 thousand a month, while food, utilities, and medical expenses together total 2.25 million yuan a month.

The difference between the rich and poor has increased under the Chinese Communist rule. In many areas poor people have lost their land, their means of subsistence. The Chinese Communist Party squanders the people's hard-earned subsistence to persecute kindhearted practitioners who practise "Truth, Compassion, Tolerance."

Note

1. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
