About 9:00 a.m. on September 30th, 2007, when Anshan City Falun Dafa practitioners and sisters Ms. Jia Yulan and Ms. Jia Yukun went downstairs, they were stopped by officials from the Party Secretary of Nanhua Neighbourhood Administrative Office Liu Li (female) and Director Liu (gender and given name unknown). They told these women that an official from the Tiexi District Political and Judiciary Committee would be coming to see them. They made a call on the mobile phone. Within one or two minutes, the Party secretary of the Political and Judiciary Committee, who had been waiting in a car nearby, arrived.

Several police officers from Nanhua Police Station came and forced the two practitioners to go upstairs where the officers ransacked their home. They confiscated several Falun Dafa books. Then they took Jia Yulan and Jia Yukun to the Nanhua local police station. They took a photo of the confiscated books. They also took some leaflets exposing the persecution as "evidence." These materials, however, had not been found in Ms. Jia Yulan and Ms. Jia Yukun's home. The authorities had planted the documents, but they ordered Ms. Jia Yulan and Ms. Jia Yukun to sign acknowledging their possessions, which the sisters refused to do.

After Ms. Jia Yulan and Ms. Jia Yukun told the police the principle that "Good is rewarded with good and evil provokes retribution," the police were not as forceful. Later, they tried to coerce the sisters to write a Guarantee Statement to declare they would not practise Faun Dafa, claiming they would release them after their written statement was completed. The police told them angrily, "It is the same whether you sign the statement or not." Around 4:00 p.m., the police took the two sisters to a detention centre.

On the sixth day of the sisters' detention, the police sent a notice to the detention centre to the Jia sisters. They were sentenced to one and a half years of forced labour. The two sisters refused to sign the notice.

Ms. Jia Yulan and Ms. Jia Yukun went on a hunger strike to protest the persecution in the detention centre. Afraid of being held responsible for the sisters' resultant health problems, the guards notified Nanhua Police Station. Two days later Nanhua Police Station took the two to the notorious Masanjia Forced Labour Camp. Due to the sisters' poor health, the labour camp refused to accept them. Before the arrest of these two sisters, Nanhua Police Station had arrested practitioner Liu Suzhi.
