Mr. Liu Tingheng, 64, lived in Benxi City, Liaoning Province. He was arrested and detained four times. In September 2001, he was detained in the Weining Forced Labour Camp of Benxi City. Guards locked him in a small cell1, and Guard Gao (male, given name unknown) cuffed his hands behind his back, which cut into his flesh and caused his wrists and hands to swell the next day. Gao had him cuffed for more than twenty days, around the clock. He was bitten by mosquitoes all over his body and suffered incontinence. After being released from the small cell, he was tortured with the sitting board2 13 hours per day, during which he was not allowed to talk or move. Practitioners were constantly beaten by prisoners. Mr. Liu's term was extended by six months.
Around April 12th, 2007, Mr. Liu was arrested for the last time and detained in Benxi City Forced Labour Camp. He was detained in the "Legal Centre" inside the camp for nine months and forced to go through brainwashing torture. He was not allowed to be visited by his family. He was tortured until he was bedridden for a month, his chest became full of liquid, and the camp administration allowed his family to pick him up. Only twenty days after returning home, he died, on the early morning of June 9th, 2008. The last thing he said was about the "Legal Centre" chair, Liu Shaoshi (male), forcing him to accept the brainwashing. He did not say a word after that, and he died with his eyes open.

Note
1. Small cell - The detainee is locked up in a very small cell individually. The guards handcuff the practitioner behind their back in a fixed position, in which the practitioner can neither move nor lie down. The small cell is very damp and no sunshine comes in. Detainees have to urinate and defecate in the cell. Only half of a regular meal is served to detainees locked up in the small cell during the daytime. During the night the rats run about. The stench in the small cell is so bad that it is difficult to breathe.
(2) Sitting board - Every day, practitioners are forced to put their hands on top of their laps, with backs straight and sit on benches 18 hours per day. This continues for over fifty days. The authorities even limit practitioners' restroom use time. Because of the long time spent sitting on hard benches, practitioners' buttocks develop large sores that are very painful. Practitioners are often not able to urinate normally because of the pain. The labor camps are often damp, and scabies develop on the practitioners' bodies.
