On September 10th, 2008, practitioners in Kumamoto submitted an appeal letter to their city council. The letter urged the council to take action to help end the persecution of Falun Gong in China. On September 12th, at a city council meeting, three practitioners took turns elaborating on the key message of the appeal letter and further explained its appendix. Including the city council members, more than 80 officials attended the meeting.

Starting in August, practitioners started to clarify the truth of the persecution to the Kumamoto County commissioner, the city mayor and elected representatives. In the appeal letter to the city council, the practitioners pointed out that more than 1.3 million signatures, including 45,000 local signatures, were collected between January and July, calling for action to end the Chinese Communist Party's brutal persecution of Falun Gong. While the signatures have been submitted to international organisations, the persecution still continues in China. The letter urged the city to respect appeals by local residents and to issue a resolution calling for national government action to help end the persecution.
