Mr. Liu Qinghua from Siping City, Jilin Province, Tortured to Death

Mr. Liu Qinghua from Siping City, Jilin Province, was a cancer patient before he practised Falun Gong. The practice saved his life, and he continued to practise Falun Gong despite the persecution. The Chinese Communist Party (CCP) arrested him because he distributed materials that published the facts about Falun Gong and the brutal persecution. He was sentenced to three years in prison and subjected to torture and brainwashing at Panjin Prison. His health deteriorated while in prison due to the abuse he was subjected to. On December 31st, 2008, Panjin Prison released Mr. Liu on medical parole. He died on February 23rd, 2009, at the age of 47.

On May 4th, 2007, Mr. Liu and Mr. Meng Xiangchen went to Liujiazi Village in Liaoning Province, to distribute Falun Gong materials. Someone reported them to the police, and Captain of Changtu County Domestic Security Brigade Liu Jianxin and Head of Maojiadian Town Police Station Zang Lei arrested them. The two men were detained in the Changtu County Detention Centre for almost six months and tortured during interrogations. Mr. Liu contracted liver cirrhosis. His family asked that he be bailed out for medical treatment, but the detention centre denied this request.

The Changtu County Procuratorate and court tried Mr. Liu and Mr. Meng and sentenced them to three years in prison. Mr. Liu was transferred from Shenyang Prison to Panjin Prison. Because of the torture, Mr. Liu's illness worsened. He was transferred from the fifth prison ward to the hospital ward. His family asked Panjin Prison officials for his release repeatedly and completed the necessary paperwork at the Provincial Bureau of Prison Administration. The administration had agreed for him to be bailed out, but Panjin Prison would not release Mr. Liu because he refused to give up Falun Gong and write a guarantee statement renouncing the practice. After the persecution at the prison was exposed, many people from overseas called the prison officials and condemned their acts. The prison then transferred Mr. Liu from the hospital ward to the senior and disabled ward on April 17th, 2008, and continued to torture him until he was in critical condition.

Head of the prosecution division Liu Yulian and Sun Zhigang from Changtu County Procuratorate were directly involved in persecuting Mr. Liu. Deputy Director of the Court Lian Ziliang, Director of the 1st Criminal Court Li Ming, and case worker Li Wanxiang from the Changtu Court were also directly involved in persecuting him.
