Since October 1999, Mr. Pan Benyu, a practitioner in Qiqihar City in Heilongjiang Province, has been arrested, put into a forced labour camp, and sentenced to prison. All of this happened because he steadfastly practised Falun Gong. He was beaten and tortured in the prison, and in order to avoid near certain harassment and arrest, was forced to leave home after being released. On December 9th, 2006, he was arrested at his parents' home by officers Xing Guonan and others from the Beijuzhai Police Station, and subsequently imprisoned in Tailai Prison. Due to prolonged persecution, his health became very poor, and his life was in peril. His head was swollen, he had suffered a heart attack, and he also suffered from liver ascites and was unable to take care of himself. The prison, however, still refused to release him for medical care.
Around New Year's Day 2009, Mr. Pan's family went to the prison five or six times to demand Mr. Pan's release, but to no avail.
On March 25th, the prison called his relatives and told them to come visit Mr. Pan. When they went to the prison on March 26th, they found his condition extremely serious. He had to be carried out by other inmates to meet with them.
The family again got hold of the manager of the criminal offence administration department, Zhang Xingjun, to ask him to release Mr. Pan, but Zhang used all sorts to excuses to turn down their request.
On March 27th, the family got hold of Warden Xu Wei. Xu responded, "We do things according to the rules. He (Mr. Pan) is not there yet (meaning his condition was not critical enough)."
