The Falun Dafa Information Centre reported on May 22, 2002:

"Latest news from Jilin Province indicates that the "610 Office" (an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems) in Jilin City held an urgent meeting to discuss plans for conducting another round of repression and persecution against Falun Gong practitioners. This time the actions are secretly administered through the Party system, with the orders coming from the top and passed down to the Party leadership teams at all levels."

According to news from insiders, another round of arrests began on May 18, 2002 in Jilin City. It was the Party secretary of each village neighbourhood committee who personally led the search team. When a journalist called the "610 Office" of Jilin City about this action, they answered,

"We have strict rules about the Falun Gong issue; I cannot speak to you on the phone."

Ever since Changchun Cable TV aired Falun Gong truth clarifying videos on March 5, large-scale arrests of Falun Gong practitioners have occurred in many big cities. None of these arrests followed legal procedures. Recently, the U.S. Committee for Investigation of Persecution of Religion in China and the Free China Movement published a secret document from the ruling Party in China, which instructed the police to arrest Falun Gong practitioners at will, without legal procedures. This document, issued jointly by the Police Department and the High Court of Jilin Province, said, "Once a Falun Gong practitioner is found, arrest him, then make up the legal procedures."
