Mr. Shi Xiaochun, Practitioner from Heilongjiang Province, Sentenced to Forced Labour Five Times

On the evening of April 10th, 2008, officers from the Qianjin Police Station in Jidong County, Heilongjiang Province broke into Mr. Shi Xiaochun's home. They ransacked his home and arrested him. On May 21st, 2008, his family received notice of his sentence of forced labour. He was sent to the Suihua Forced Labour Camp on the same day.

Mr. Shi Xiaochun, about 48 years old, is a resident of Jidong Town, Jidong County. He began to practise Falun Gong in 1995 and conducts himself according to the principles of Truthfulness-Compassion-Forbearance. After his family saw the changes in him, they all joined the Falun Gong practice. After the persecution of Falun Gong started, Mr. Shi was detained several times and his home was ransacked many times as well. Now, he has been sentenced to forced labour for the fifth time.

In September 1999, Mr. Shi went to appeal for the end of the persecution of Falun Gong. He was sent back to his home town and detained in the Jidong County Detention Centre for a week.

In November 1999, he went to Guangzhou City to attend a Falun Gong experience sharing conference and was arrested. He was detained in the Jidong County Detention Centre again. In December 1999, he was sentenced to one year of forced labour and sent to the Jixi Forced Labour Camp. He was among the first group of practitioners sent to the Jixi Forced Labour Camp.

In January 2001, Mr. Shi was arrested again while he was telling people the facts about Falun Gong. He was later sentenced to two years of forced labour and detained in the Jixi Forced Labour Camp.

In June 2003, Mr. Shi was arrested again and sentenced to two years of forced labour. Since his family went to many government agencies to request his release, he was later released. However, the police from the Jidong County Police Department State Security Division often went to his home to harass him and demanded his help in arresting other practitioners. Mr. Shi refused and told the police that all practitioners are good people.

On June 13th, 2005, when Mr. Shi was taking the train from Jidong County to Changchun City, he told other passengers about the persecution. Train security guards arrested him and sent him to the Harbin City Railway Detention Centre. After more than 20 days of detention, he was sentenced to two years of forced labour and sent to the Changlinzi Forced Labour Camp in Heilongjiang Province.

In June 2007, Mr. Shi's forced labour term expired. However, the officials of the Changlinzi Forced Labour Camp forced practitioners who refused to renounce the practice to be taken away by their local 610 Offices1. The Jidong County 610 Office sent an official to pick up Mr. Shi and take him back to the 610 Office. Mr. Shi was told to write a guarantee statement to not practice Falun Gong again. Since Mr. Shi refused and told them that Falun Gong is good, he was sent to the local detention centre. After his family went to many government agencies to request his release, he went home on June 19th, 2007.

At about 9 p.m. on April 10th, 2008, two police officers from the Qianjin Police Station arrested Mr. Shi and ransacked his home. He was detained in the Jidong County Police Department for 24 hours. During that time, officer Qi Dongquan and the other officers interrogated and tortured him. They handcuffed him to the radiator and punched and kicked him viciously. Qi struck Mr. Shi hard on his head.

On May 16th, 2008, the Jidong County Police Department sentenced Mr. Shi to two years of forced labour. On May 21st, 2008, they notified his family and sent him to the Suihua Forced Labour Camp the same day.

Mr. Shi has suffered through many periods of detention and various torture methods since the persecution of Falun Gong began. This has left his family in shambles, as well.
