Harbin Police Torture and Fabricate Evidence against Mr. Li Zhigang

Li Zhigang from Harbin, Heilongjiang Province was arrested on February 28th 2009. He suffered severe torture, causing him to have a high fever, which later caused him to develop tuberculosis. The Nangang District Police Department has refused to release him as of now. They even referred the case to a higher department, and attempted to sentence him in court.


Mr. Li Zhigang is 38 years old. On February 8th 2009 at 10 a.m., plainclothes policemen from the Harbin police department and Nangang District Police Department broken into Li Zhigang's home located in a residential area in Harbin Investment College. There were eight people at his home at that time. They were all videotaped, their pictures were taken, they were searched and handcuffed together in pairs. One of them refused to be handcuffed and was punched in the face by Wang Liguo, the head of the national security team of Nangang District Police Department. Police searched the room but did not show their search warrant. Li Zhigang and others were taken to the police station by a police car and Li Zhigang's car.

Later, the police detained Li Zhigang in the Nangang Detention Centre. Policeman Zhou from the Nangang National Security Team extorted a confession using torture, including infusing him with mustard oil, causing him to have a high fever. After sending him to Harbin Infectious Diseases Hospital his problem was identified to be tuberculosis.

Li Zhigang was healthy before the torture, but after being detained for 45 days, his health deteriorated. Wang Liguo did not care about Li Zhigang's illness at all. He continued to fabricate evidence and reports, attempting to sentence Mr. Li.

Li Zhigang's relatives retained a lawyer to seek justice. The police tried all means to prevent lawyers from meeting with Li Zhigang and kept threatening and intimidating them. When Mr. Li's health continued to deteriorate, police finally agreed that the lawyers could meet with him. Before the meeting, police officer Huang Yaobin from Nangang District Police Department threatened a lawyer: "Say what you are allowed. Do not say what you are not allowed. Do not be like Wei Liangyue, you will not be able to work as a lawyer anymore if you do." (Note: Wei Liangyue is a lawyer, who defended Falun Gong practitioners and enraged the Chinese Communist Party (CCP). During the 2009 lawyer registration period, he was forced to resign from a director's position in a lawyer's office. The Lawyer's Administration Department said they were afraid of the 610 Office1).

On April 14th, the Nangang Procurator withdrew Li Zhigang's case on the basis of insufficient evidence. However, the Nangang District Police Department still continue to submit fabricated evidence, attempting to sentence Li Zhigang. The case has now been sent to the Nangang Court.
