On April 29th, 2009, Li Guofeng and Deng Bo, deputy heads of the Lanqi Town Police Station in Fengcheng City, Liaoning Province, along with about seven officials from the Fengcheng Criminal Police Division, ransacked Mr. Tian Fengwei's house, which is located in Jiayun Village, Lanqi Town, Fengcheng City. The police arrested Mr. Tian Fengwei and sent him to the Fengcheng Detention Centre.
In the detention centre, Mr. Tian Fengwei was forced to do heavy cleaning, wash dishes and wash bed sheets. He was forced to have his thumb print taken by six people. He was physically abused for two weeks, during which time he began to suffer from several ailments, including very high blood pressure.
On the evening of May 13th, 2009, due to Mr. Tian Fengwei's precarious health condition, the guards threw him out into the street and ordered him to go home by himself because they were afraid of taking responsibility if he died at the detention centre. Mr. Tian Fengwei told them, "You should send me back home. I don't have any relatives here; if I die, my relatives cannot find me." The guards then agreed to send him back.
After being released, Mr. Tian Fengwei was in such weak physical condition that he could not do any farm work.
On July 31st, 2009, Li Guofeng, Deng Bo, and officials from the Fengcheng Criminal Police Division Ni Chengmin and others again went to Mr. Tian Fengwei's house. Although they were aware of his poor physical condition, they still arrested him.
On their way to Fengcheng City, Mr. Tian Fengwei's condition worsened, and he started to twitch involuntarily. Seeing that Mr. Tian Fengwei's condition was becoming critical, the police had to call an ambulance. Later, they told his relatives to go to the hospital to pick him up, but lied to his relatives, claiming there was nothing wrong with him.
After being taken back home, Mr. Tian Fengwei fell into a semi-comatose state. At approximately 7:00 p.m. that night, he kept vomiting and his eyes could no longer focus. His relatives rushed him to the hospital. Throughout the night, Mr. Tian was given emergency care at the Donggang Hospital. He suffered from a high fever the entire morning the next day and had to be transferred to the Dandong Hospital.
