Mr. Liu Erzeng, a Falun Gong practitioner from Pingshan County, Hebei Province, was arrested, detained, and tortured on multiple occasions. When Shijiazhuang Forced Labour Camp officials refused to admit Mr. Liu, Xiao Suilong, an officer from the Pingshan County Police Station forced the camp to take him. Mr. Liu was released from the labour camp after he became extremely weak, and he died four months later.

Mr. Liu Erzeng was from the Zhongbailou Village, Chengguan Township, Pingshan County. He started practising Falun Gong in 1997. After becoming a practitioner, he stopped gambling, tried to be a good person, and lived according to the requirements of Truth-Compassion-Forbearance. After Jiang Zemin's [former leader of China and instigator of the persecution] regime began persecuting Falun Gong in July 1999, Mr. Liu and a fellow practitioner travelled to Beijing to appeal. He was stopped and detained by policemen at Gaobeidian, then forced to spend the night on the cement floor of the police station. The next day, officer Xiao Suilong of the Pingshan County Police Station took Mr. Liu back home in handcuffs. Xiao Suilong and Feng Qingfang (chief of political security) confiscated and kept several hundred yuan1 belonging to Mr. Liu. They demanded another 300 yuan (without providing a receipt) from Mr. Liu's family members before releasing him.

On February 15th, 2000, Mr. Liu and another practitioner went to Beijing to appeal again, and were arrested by policemen at Tiananmen Square. They were held in an iron cage at the Tiananmen Police Station, and that evening, they were forced inside the boot of a police car and taken to the Hebei Provincial office in Beijing. They were handcuffed to a heating unit until about 3:00 a.m.; then Xiao Suilong took them back and handcuffed them to stair rails.

The following morning, Wang Genting (then vice director of the Pingshan County Police Station), came in and slapped Mr. Liu on the face several times. Wang said fiercely: "You are a leader!" and dragged Mr. Liu inside. A group of policemen led by Wang Genting and Feng Qingfang beat Mr. Liu. In the evening Mr. Liu was taken to the detention centre and held for 30 days. Feng Qingfang extorted 5,000 yuan (without receipt) from Mr. Liu's family members before releasing him.

In June 2001, Mr. Liu was visiting a practitioner in Dawu County, when he was arrested by local officials led by Lu Sufang, the Chinese Communist Party (CCP) secretary of the local Political and Judiciary Committee. Lu took Mr. Liu's motorbike and kept it as his own. Mr. Liu was detained at the Chengguan Police Station for a month, then transferred to the Pingshan County 610 office2 brainwashing centre. He was not released until August 16th.

On August 26th, only 10 days after Mr. Liu's release, Xiao Suilong came to Mr. Liu' home. Xiao lied to Mr. Liu and his family, saying that Mr. Liu was wanted for some questioning and that he would be allowed to return home soon. Xiao then took Mr. Liu directly to a brainwashing centre at the Metal Magnesium Factory. Two days later, Xiao took Mr. Liu to the Shijiazhuang Forced Labour Camp without going through any legal procedures, but the labour camp officials refused to take Mr. Liu without proper documentation.

Xiao Suilong repeated his request that the labour camp take Mr. Liu, and used his own ID as a deposit. The labour camp then took Mr. Liu and held him.

Mr. Liu suffered such severe persecution in the labour camp that he became extremely weak and developed symptoms of severe tuberculosis. The labor camp officials were afraid of being held responsible, so on April 15th, 2002, they notified Mr. Liu's family to take him home. Mr. Liu passed away on September 10th, 2002. He was only 40 years old.
