Professor Chiou said that the five accused have committed the most severe genocide against Falun Gong practitioners, and the lawsuit filed in the Spanish National Court has far-reaching implications as it warns CCP officials that they cannot be above the law and people can hold them responsible for their policies and actions.
Like Milošević from Yugoslavia, Pinochet from Chile, and former Khmer Rouge leaders in Cambodia, dictators who committed genocide will eventually be brought to justice no matter where they hide and how much time has passed. According to the "Universal Jurisdiction" principle of international law, anyone who has committed genocide, crimes against humanity, extra-judicial executions, war crimes, torture and forced disappearances can be prosecuted in any country. There is no safe haven for such criminals. If the accused enter another country, they can be extradited to the country where the lawsuit was filed for trial.
Professor Chiou believes that the Chinese Communist regime may soon collapse and all the crimes committed by the regime will become part of court evidence. He urged the communist regime leaders to immediately stop the persecution of Falun Gong. "The regime may change and China may embrace democracy soon. Those culprits, unless they die, will face justice in court no matter how old they are. So never think that one can escape from justice. When the political regime in China changes, they will be brought to justice either by the new regime or the international court. The Chinese Communist regime leaders should know that they will face justice if they commit such crimes. They should stop the persecution of Falun Gong immediately."
