On November 6th, 2009, Hou Qingjie, head of the Dayangshu Township Police Bureau, along with officers Li Benxue and Dong Jie, called Gao Junhui, captain of the Traffic Police Squad of Dayangshu Township. They asked for a group of officers from the Police Bureau of the Forestry Department and various other local police stations, including the Qiaodong Police Station, Centre Street Police Station and Street West Police Station. They set up checkpoints in major streets of Dayangshu Town. The traffic police worked with the criminal police to check every vehicle and arrest Falun Gong practitioners that they encountered. The police even arrested people who happened to carry a photo of a practitioner. Anyone who was wearing a mask for hygiene purposes had to remove the mask.

On November 6th, 2009 at around noon, four officers broke into the home of practitioner Ms. Wang Guilan, who lived in the Qiaodong Forestry Department residential area. They broke open the door, and without showing any identification, shoved practitioner Ms. Zheng Haiyan and the daughter of Ms. Wang Guilan to the ground. They punched, kicked and then arrested them. They took them to the Dayangshu Township police sub-division. They also ransacked Ms. Wang's house and confiscated a laptop, four mobile phones and some cash.

After being tortured, Ms. Zheng was having convulsions and foaming at the mouth, and her life was in danger. They did not take her to a doctor and told her, "Go ahead and die." Only when they saw that Ms. Zheng was really about to die did they call a doctor and take Ms. Zheng to hospital. Later, a policeman, who had a limp, hit Ms. Wang's daughter, a student, and caused the entire left side of her face to swell up. They also threatened to execute her with a gun. When Ms. Wang's daughter demanded to see her mother, the police refused her request. They later took Ms. Wang to Alihe Township Detention Centre, leaving another daughter of Wang's, a student, at home alone. When Wang's sister-in-law went to their house to check in, the sister-in-law was arrested and later released after being interrogated.

At around the same time when Ms. Zheng and Ms. Wang's daughter were arrested, officers also arrested practitioners Mr. Liao Wenbo and Ms. Fan Fengyin. They took them to the Dayangshu Township police sub-division. Ms. Fan was brutally beaten, and her face was swollen.

That same day at around noon, practitioner Ms. Wang Xuemei, who lived on the west end of the town, was arrested. Practitioner Ms. Wang Guilan was visiting Ms. Wang Xuemei's home at the time, and was also arrested by officer Hou Qingjie, along with Gao Junhui, captain of the traffic police squad, and others. The officers grabbed Ms. Wang Guilan by the hair and threw her into the police car. They kicked and punched her so brutally that even passersby were infuriated. One of them said, "Are these people police officers or bandits!" A neighbour of Ms. Wang Xuemei came over to take a look and was also arrested, but she was released after being interrogated. Ms. Wang Xuemei's home was ransacked without a warrant. They confiscated Ms. Wang's computer and cash.

On or around November 16th, 2009, police broke into the home of practitioner Mr. Liu Chunxun, who is in his seventies and lives at the west end of the Dayangshu Town. They ransacked his home and confiscated several Falun Gong books. Mr. Liu had no choice to leave home to avoid arrest, leaving his aged spouse unattended at home.
