Five practitioners, including Mr. Bai Jingzhi and Ms. Li Yumei from the Hongshi Forestry Bureau in Huadian, Jilin Province, spoke with people about Falun Gong on January 11th, 2010, in Doudaogou, Erdaodianzi. Someone dispatched by Sun Yiman, head of the Erdaodianzi Police Station, reported them. Sun got approval from Chen Baozhi, Huadian Police Department deputy head, who ordered the arrests. Sun then led officers from the police station and some villagers, who had not learned the facts about Falun Gong to arrest the five practitioners.
Officers from the Erdaodianzi Police Station, along with police officers from the forestry bureau, ransacked the homes of the five practitioners at 5:30 p.m. that same afternoon. They did not go through any legal procedures or present search warrants, and confiscated Falun Gong books, Falun Gong materials, three computers, a printer, some cash, bankbooks, and other items.
Mr. Bai Jingzhi's mother, who is in her 80s, and his family went to Yu Xiaoqiang, the Domestic Security Division head, and requested Mr. Bai's release. His mother said, "My son is kind and good. You can't detain him." Yu said, "I did not arrest him, it's none of my business." Mr. Bai's family turned to Yang Baolin from the 610 Office (an organisation of special agents just for persecuting Falun Gong), who said the same thing as Yu.
Mr. Bai's family then went to the 610 Office again on January 15th. Li Xiangting said, "Today those who reported [Falun Gong practitioners] to the police came to get their bonuses." Mr. Bai's family spoke with them about Falun Gong. Li Xiangting yelled at them and drove them out.
