Mr. Ji Ruiling and Ms. Ji Junyun are siblings from Handan City, Hebei Province. The local police fabricated their “crimes”, so they were sentenced in 2010. Mr. Ji Ruiling, 60, was sentenced to three years in prison while Ms. Ji Junyun, 50, was sentenced to 3 years and 2 months. The police also extorted more than 100,000 yuan1 from their family.
Both brother and sister are honest people. To make a living, they rented a booth to sell clothes. After they started practising Falun Gong, they lived by the principles of Truthfulness-Compassion-Forbearance and were kind and considerate of others. When doing business, they were honest, fair and generous to their customers, no matter their age. They never cheated anyone. Therefore, they were well liked and had many loyal customers.
The police from Hanshan District Police Department and Luochengtou Police Station in Handan arrested Mr. Ji, his wife, his son and Ms. Ji at around 11:00 a.m. on September 18th, 2009. They also stole 5,200 yuan and a cash deposit card from Mr. Ji's home. The police then confiscated two computers, a stack of money, Falun Gong books, and materials exposing the persecution from Ms. Ji's home.
Both Mr. and Ms. Ji were detained at the Handan City No.2 Detention Centre. Their parents, both over 80 years old, and their school-age children were left at home. Their family members tried to get them released by using their connections. The police then used this opportunity to coerce the families to give them money in exchange for Mr. and Ms. Ji's release. They told the families to buy two cigarette cartons, take out the cigarettes and put 30,000 yuan in the empty cartons. Then, they sent a driver to pick up the “two cartons of cigarettes”. However, after the money was taken, the police didn't release either practitioner.
The police also threatened Ms. Ji's family: “She has a previous record—she went to Beijing to appeal before. So, she will be sentenced to seven years or more. If you want to reduce her term, you have to pay. Paying 10,000 yuan will deduct a year from her sentence. If you pay everything off, then you can bail her out.” Ms. Ji's family wanted her home as soon as possible. They believed the police and so “lent” 50,000 yuan to the officers. The family also spent more than 10,000 yuan to pay for the police's food, drinks and other things. Altogether, the police cheated Ms. Ji's family out of more than 100,000 yuan.
The Luochengtou Police Station and Hanshan District Police Department staff fabricated accusations against Mr. Ji and Ms. Ji from September 18th, 2009 to July 17th, 2010 in order to get them a heavy sentence. They sent Mr. Ji Ruiling's case to the Handan Procuratorate three times, but it was rejected each time. In the end, they managed to sentence Mr. Ji. His family received a notice on July 17th, 2010 stating that he had been sentenced to three years in prison and sent to Jidong Prison in Tangshan City, Hebei Province. In October, Ms. Ji's family received a notice that she had been sentenced to three years and two months. During the whole process, the family wasn't told of the trial or the sentencing hearing.
