Falun Gong practitioner Mr. Dai Jun from Mishan City, Heilongjiang Province was released from Mudanjiang Prison on April 26th, 2008 after having served a six-year prison term. He was almost blind as a result of the abuse he suffered. He couldn't see anything clearly beyond one metre. He passed away on December 7th, 2010.

Mr. Dai Jun started practising Falun Gong in 1995. After July 20th, 1999, he was arrested twice for appealing for justice for Falun Gong. Police station authorities in Beijing confiscated, without a receipt, much of his personal property including his motorcycle, TV set, and computer. Mr. Dai Jun's household registration was in Mishan, so the Beijing police notified the Mishan Police Department and sent him back to Mishan. Mishan Political and Security Section head Meng Qingqi took him to the Jixi Forced Labour Camp.

After serving a year of forced labour, and a period of being away from home to avoid further persecution, Mr. Dai Jun ended up in Jixi City.

He was arrested again for printing and distributing leaflets exposing the persecution of Falun Gong on April 25th, 2002. Officers from the Political and Security Section of the Jixi Police Department brutally beat him and called for assistance from the Criminal Team of the Jiguan District Branch Police Department.
They started a three-day, around-the-clock torture session against Mr. Dai. They deprived him of sleep and food. They cuffed his hands and feet together, lifted his feet up behind his neck, and then pushed him on the ground back and forth, scraping his back and spine against the ground. It was so painful that he almost lost consciousness. They used the tiger bench1 torture on him, covered his head with a heavy and hard hat, force-fed him with spicy mustard extract, exposed him to cold air, stabbed and burned his feet, cuffed his hands behind his back, and kicked and beat him with batons. The police also bound his feet with sticks and cuffed them, and then kicked him repeatedly until he lost feeling in his legs and had difficulty walking. He needed support just to walk into the courtroom.

After three days of brutal torture, they sent Mr. Dai to the detention centre. Mr. Dai often felt dizzy and nauseous. His limbs were numb and immobile, and his eyesight was weakened. Mr. Dai also suffered many rounds of beatings from personnel at the Jixi Detention Centre.

Mr. Dai Jun was sentenced by the Jiguan District Court of Jixi City to six years of imprisonment in September 2003. The authorities held him at Hada Prison on November 9th, 2003, and then secretly transferred him to Jianshanzi Prison in Mudanjiang City in mid-November 2003.

Mr. Dai was released from Mudanjiang Prison on April 2nd, 2008. He was nearly blind, and couldn't see anything beyond one metre. He couldn't see words beyond 15 cm when he tried to read.

Mr. Dai couldn't find a proper job because of his blurred vision and poor health. The difficulties he had just living from day to day made it hard for him to regain his health. His father took him to a hospital on the evening of December 3rd, 2010. Doctors performed a lumbar puncture, extracted spinal fluid and ran some tests on him. Mr. Dai, who had been able to eat, drink, and speak, was finally unable to talk and could only breathe through his mouth. Two days later, he could only nod his head to express his understanding of what his relatives and practitioners said. Mr. Dai passed away at 2:25 p.m. on December 7th.

1. "Tiger Bench": Prisoners are forced to sit on a small iron bench that is approximately 20 cm (6 inches) tall with their knees tied together. With their hands tied behind their backs or sometimes placed on their knees, they are forced to sit straight up and look straight ahead without movement for long periods of time.
