The Chinese Communist Party (CCP) started the persecution of Falun Gong in July 1999. On July 20th, 1999, Mr. Ma and four other practitioners were among the first to be arrested by the CCP in Nanjing. The police ransacked his home and confiscated all of his books, including technical materials. Mr. Ma was bailed out after two months of detention. He was later detained for several days around May 1st, 2000.

Mr. Ma was arrested again in November 2000 and was sentenced to seven years in prison after being tortured and interrogated. His wife had to divorce him in order to protect their daughter from the CCP's persecution. He became homeless when he was released in November 2007. The authorities threatened his ex-wife not to remarry him and refused to grant him permanent residence in Nanjing for a long time. He was arrested again on April 30th, 2009, and detained for six months.
