Crimes Committed by Song Wanzhong, the Head of Panjin Prison

Song Wanzhong, 45, is from Gaizhou City, Liaoning Province. As the head of Panjin Prison, he has been actively persecuting Falun Gong practitioners and has ordered guards there to torture practitioners. He then attempts to cover up his crimes.

At least five practitioners have died of torture since Song became the prison head. They are:

* Mr. Wu Liantie, a practitioner from Huangbei Village in Ciyutuo Town, Liaozhong County, Shenyang City. Because Mr. Wu went on a hunger strike to protest being brutally beaten by guard Wang Kuizhong, Wang ordered inmates to force-feed him. This led to severe bleeding of his oesophagus, a fever of 40 Celsius (104 Fahrenheit), and death.

* Mr. Huang Lizhong from the Lianshan District, Huludao City, Liaoning Province. Guard Wang Jianjun tortured him in many ways, including by electric shock, being handcuffed and hung up, and brutal beating.

* Mr. Lu Guanglin, an employee of the Qingyuan County Grain Depot. Guard Zhang Guolin shocked him on his head, neck, chest, back, palms, feet, inner thighs, etc. Zhang also force-fed him concentrated salt solution and scalded him with boiling water. On freezing winter days, Zhang poured cold water on Mr. Lu, opened the windows, and dragged him on the floor. Mr. Lu had bruises all over his body upon his death.

* Mr. Huang Cheng from Nuerhe Town in Jinzhou City, Liaoning Province. He was brutally tortured after ending up in Panjin Prison, including being shocked simultaneously with eight electric batons and having needles inserted into all 10 fingers. This led to a stroke, half of his body swelling up, and death.

* Mr. Fan Zhenguo, the head of the Tianshenghao Town Senior Center in Lingyuan City, Liaoning Province. Prison officials tortured him to death and cremated his body against the wishes of his family. It was said that there were many bruises on Mr. Fan’s back.

In addition to those who died of torture, many practitioners ended up in life-threatening situations due to torture in Panjin Prison:

* Mr. Lu Kaili was an information technology engineer in the Dalian Crane Factory. Wang Jinglin and other guards shocked him for hours with several electric batons on April 5th, 2010. They then put the injured Mr. Lu in solitary confinement for 15 days. Because of the electric shocks, the handcuffs, and the chains, Mr. Lu had bruises all over. He was then forced to work 11 hours a day and was shocked for three consecutive hours many times. He could not endure the torture and jumped out of the building, injuring his back and pelvis. The guards put Mr. Lu in solitary confinement in late August, 2010. More than one year has passed, but his whereabouts are unknown.

* Mr. Dong Shiyou was forced to sit on a Tiger Bench1 for more than 50 days in April 2006 and then sent to the Xiongyue Mental Hospital Prison. The Tiger Bench was made of thick steel rods 10 cm apart and was very painful to sit on. In addition, the practitioners’ feet were chained, hands cuffed behind them, and both legs and chest were tied up. Many practitioners have suffered from being forced to remain on the Tiger Bench, which is extremely painful.

* Chaoyang City practitioner Zhang Qi was hung up for as long as eight months. His head was severely swollen, and he was in a life-threatening condition. However, prison officials refused to release him and instead sent him to Shenyang Prison.

Several dozen practitioners have been tortured in Panjin Prison on orders from Song Wanhong.

1. "Tiger Bench": Prisoners are forced to sit on a small iron bench that is approximately 20 cm (6 inches) tall with their knees tied together. With their hands tied behind their backs or sometimes placed on their knees, they are forced to sit straight up and look straight ahead without movement for long periods of time.
