Ms. Miao Huixia Held for Three Months, Her Husband Forced to Leave Home

On August 25th, Zhang Wenli, secretary of the Qingyang City Political and Judiciary Committee, Gansu Province, asked Chen Shengxia, director of the Huan County Police Department Domestic Security Division to order Instructor Zhang Jiannan to arrest Miao Huixia, from Huan County, Gansu Province. Ms. Miao is being held at the Qingcheng Detention Centre. Her family members have been harassed and threatened, while her husband, Mr. Kou Ping, was forced to leave home.

At around 2:00 p.m., on August 25th, when Ms. Miao went to Huancheng Town to go to work, Zhang Jiannan, instructor of the Huan County Domestic Security Division and other police officers arrested her and took away the house key she was holding. At around 4:00 p.m., Zhang led a dozen police officers to ransack her home. Her 13-year-old child was at home and was threatened by the police.

They took away her desktop computer, which she used for work, and a notebook computer. Total value of the property was 17,000 yuan1. They planned to arrest her husband, Mr. Kou Ping, but he was not at home, having left to avoid arrest. Ms. Miao is being held at the Qingcheng Detention Centre, Gansu Province.

Ms. Miao is 37 years old, a government employee working in Huancheng Town. Before she practised Falun Gong, she had chronic skin diseases, glaucoma, pleurisy and other ailments. After beginning to practice Falun Gong the illnesses disappeared. She is a very hard worker and has a good reputation among her colleagues and other people in Gengwan Township. A farmer once said, “In our community there is a citizen in charge of the village who really works for us.”

Mr. Kou Ping, born in 1973, was previously a technician at the Huan County Mobile Co. Before he practised Falun Gong, he had all kinds of illnesses including, vomiting blood and dizziness. He would fall unconscious, but the cause of his sicknesses could not be diagnosed at a hospital. He had to be hospitalised several times a year. He experienced a lot of pain with his ailments. Once in 1996, when he was on a business trip, a friend gave him a copy of the Falun Gong book, Zhuan Falun and suggested his illnesses might disappear if he read the book. He recovered, and now lives by the principles “Truthfulness-Compassion-Forbearance” and tries to be a good person.

On the night of February 17th, 2004, Yang Heping, director of the Huan County Police Department and about a dozen officers including Chang Yuhai, Chen Yongzhong, Zhao Yongping, Fan Youtian, confiscated property from the couple's home, including a computer, a printer, a scanner and Falun Gong books, the total value of which was 15,000 yuan. Mr. Kou's seventy year old mother who experienced the intrusion was so fearful that she became bed-ridden and soon passed away. Mr. Kou's son, who was only 6-years-old at the time, was traumatised.

Later, Mr. Kou was sentenced to three years in prison. His employer dismissed him without his consent. Ms. Miao was held at the Gansu Province Women's Labour Camp for one year and three months. In 2006, Mr. Kou was released from prison, although the authorities, including Zhang Jiannan, frequently harassed him.
