Ms. Liu Qingmei was sentenced to 12 years in prison in 2003; however, every prison she was sent to refused to accept her because of her high-blood pressure. In 2008, she was sent to the Shandong Women's Prison, where she suffered brutal persecution and became crippled. She was also persecuted so severely that she developed a mental disorder.

Ms. Liu Qingmei, 53, is a resident of Daxiapo Village, Shidui Town, Anqiu City, Shandong Province. Before she began to practise Falun Gong, she had chronic cholecystitis, gastritis and duodenal inflammation. She took a handful of both Chinese and Western medicines every day and sometimes had to have IV injections. Nothing helped and she was still in pain. When she started practising Falun Gong in 1998, all of her illnesses disappeared and she regained a healthy body. She benefited greatly from the practice both mentally and physically.

After the persecution of Falun Gong began on July 20th, 1999, Ms. Liu used her own experiences to tell people the benefits of Falun Gong practice and she also exposed the lies of the Chinese Communist Party (CCP). She was arrested several times, held in detention, and tortured.

Appealed in Beijing Six Times and Detained

From July 20th, 1999 to the end of 2000, Ms. Liu went to Beijing six times to appeal for Falun Gong. She was arrested, detained, tortured and 4,300 yuan1 were extorted from her.

Ms. Liu was taken to the Anqiu Police Department Politics and Law Section Office by officer Cheng Shuping. Officer Li Shenghua handcuffed her hands behind her back and forced her to sit on the cement floor with her legs straight. Li Shenghua beat her head, face and the rest of her body with a broom until the broom fell apart. Then she was sent to a detention centre, where she was shackled by officer Ma Xiyan. Another officer, Zhou Xinzhi, shocked Ms. Liu with electric batons on her head, neck, hands and legs because she did the Falun Gong exercises. She was handcuffed to the stairs afterward.

In July 2001, Ms. Liu was arrested while she was distributing Falun Gong informational materials to people. She was sent to the Jiage Police Station, where officer Jia Zaijun brutally beat her. Then she was transferred to the Anqiu City Detention Centre, where she was locked to a steel chair and force-fed. Song Yunqing, the deputy director of the Anqiu Police Department, did not allow the tube to be taken out after the force-feeding.

Arrested Four Times in 2002

In January 2002, Ms. Liu was arrested in Weifang City and sent to the Weifang Gaoxing Development District Police Station. Her hands were handcuffed behind her back. The next day, officers Li Shenghua and Jia Zaijun had her transferred to the Anqiu Detention Centre, but the detention centre refused to accept her. Li Shenghua kept her in the police station and ordered the police from the Shidui Police Station to monitor her. The police handcuffed her to a steel chair and ordered inmate Li Hongmin to force-feed her. Although she kept vomiting, officer Ren Zongcai slapped her hard. Two days later, she was sent to the Shidui Town Hospital. She was forcibly injected with unknown drugs and force-fed for 21 days. During that time, officer Han Wenbin handcuffed her hands to the rails on both sides of the bed, and then beat her with wooden sticks. Her buttock and legs were badly bruised after the beating, and for a long time she was unable to turn over while lying down.

On the evening of September 26th, 2002, when Ms. Liu and her daughter (a middle school student at the time) were sleeping, several officers led by Han Wenbin, entered her home after breaking a window. She was dragged into a police car and taken to the Shidui Police Station. Her daughter shook from fear. After she arrived at the police station, director Li Jinbo, and several officers ransacked Ms. Liu's home a second time. They did not find any cash, so they hauled away her small safe. They broke into the safe at the police station but did not find any cash there either. Li then searched her body. Later, Li Shenghua and Jia Zaijun sent Ms. Liu to the Anqiu City Detention Centre. The officials at the detention centre refused to accept her. Li Shenghua made a fuss about it and forced them to keep her. At the detention centre, Ms. Liu went on a hunger strike to protest the persecution, but officer Zhang Yuanting handcuffed her to a chair and ordered inmate Li Hongmin to force-feed her. She lost consciousness and became incontinent from the torture.

On the evening of October 28th, 2002, Li Shenghua and Jia Zaijun arrested Ms. Liu at her rented residence in Anqiu City and she was held at the detention centre. In the detention centre, she went on hunger strike. Zhang Yuanting and Li Hongmin used the same methods to force-feed her. When she resisted the torture and shut her mouth, they pulled her hair and pushed her down on the chairs. She was force-fed water and buns, and was almost suffocated to death. Officer Ma Xiyan ordered the inmates to pinch her mouth to keep it open for the force-feeding. Her gums were full of bruises.

After more than twenty days on a hunger strike, Zhang Yuanding ordered Li Hongmin to handcuff Ms. Liu's hands behind her back to a stick. This torture lasted for nine days and nights. She could not sleep on her stomach and her shoulders were in extreme pain.

In January of 2003, Ms. Liu made a request to the detention centre director Pan Qilu, to be released so that she could celebrate the Chinese NewYear with her children. Pan not only rejected her request but ordered the police to handcuff and shackle her to a steel chair for five days and nights. Her legs and feet became extremely swollen and she was unable to walk to the toilet. After she was released from the chair, they kept her handcuffed and shackled her for another 20 days.

Sentenced to 12 Years in Prison

On February 21st, 2003, Ms. Liu was tried in the Anqiu City Court. Ten days later, she received the verdict and was sentenced to 12 years in the Shandong Province Women's Prison. However, because of high blood pressure, the prison officials refused to accept her and she was sent back home.

On the evening of March 1st, 2004, the police from the Shidui Police Station and the village official Han Huiwen went to Ms. Liu's home and tried to arrest her. She managed to escape.

The next day, about 19 police officials in three vans surrounded her home. Nobody was home at the time, and the police broke in and ransacked her home. A couple of days later, they went back and ransacked it again, this time confiscating many items.

On the evening of July 13th, 2006, several officers from the Shidui Police Station, including Han Jingjing, Dang Shangshi and Liu Guitao, arrested Ms. Liu at home. She was detained in the Anqiu City Detention Centre. The centre doctor Zhang Yuanhe handcuffed her to a steel chair and force-fed her by inserting a tube in her nose. The tube was left in her nose after the force-feeding ended. During the force-feeding, inmate Fu Yuhang almost inserted the tube into her trachea, which would have caused suffocation.

After more than forty days of persecution, she was sent to the Shandong Women's Prison. Because of her weak condition, the prison refused to accept her. On August 24th, 2006, she was released.

During her detention period, her daughter (a middle school student), her son (a college student) and other relatives went to the Anqiu City Police Department to request her release. The division chief, Zhang Qin, beat up her son. The next day her daughter was taken away by the police from the Shidui Police Station, and detained for a day.

Imprisoned Since 2008, Currently Persecuted Still

On the morning of March 1st, 2008, Ms. Liu was arrested at home by the police from the Shidui Police Station. She was detained at the Anqiu City Detention Centre for more than two months. In May, she was transferred to the Shandong Women's Prison.

Upon arrival at the prison, she was admitted to the prison hospital. After she was released from the hospital, she was detained in a special section that was set up specifically to persecute Falun Gong practitioners. Section head Xue Yanqin ordered collaborator Qiu Xiuxin to torture her. Qiu, along with more than a dozen inmates, did not allow her to sleep or go to the toilet. This restraint was enforced even during her menstrual periods. She was often beaten and her body was covered with bruises. Sometimes she was unable to walk, but she could crawl, and she eventually became mentally unstable.

After she was transferred to the 6th Division, prison guards Mei Gui and Wang Hongjie, stripped her and slapped her buttocks with the soles of a shoe. Her buttock became black and red. Then she was forced to sit on the cold floor.
