Hebei Province: Three Practitioners Detained in Sanhe City

On July 25th, 2012, more than a dozen officers from the Sanhe Police Department, under the direction of deputy head of domestic security Jia Zhixue and police commissioner Qiao Chunjiang, raided the maternity shop owned by practitioners Mr. Xin Baodong and Ms. Gao Shuying, his wife. They arrested the couple and took them to Langfang Brainwashing Centre. An hour later, they ransacked the home of Ms. Xie Baofeng, a practitioner who worked at the maternity shop, and arrested her. Ms. Xie’s whereabouts is unknown.

For more than ten years, Mr. Xin and Ms. Gao have been detained repeatedly. Their most recent labour camp imprisonment ended in June 2010. Just two years after they returned home, they were arrested again. The following is a brief account of the couple’s ordeals since 1999.

Early Days of the Persecution

When the communist regime started the persecution of Falun Gong in July of 1999, the couple was repeatedly harassed, arrested and had their home ransacked. Their names also appeared on a public wanted list.

At the end of November 2000, Mr. Xin was sentenced to one year of forced labour and taken to Wanzhuang Forced Labour Camp. He was forced to work 16 to 20 hours a day and suffered harsh physical and psychological torment.

Ms. Gao was detained a few months later but was released after she went on a hunger strike for eight days.

In March 2002, three months after Mr. Xin’s release from the labour camp, Sanhe police section chief Yang Dianfang and deputy chief Liu Yingqiu arrested Mr. Xin and placed him in a detention centre. They also ransacked his business and home and confiscated a number of personal items. While in detention, the police encouraged criminal inmates to assault Mr. Xin. Within nine days, the inmates had broken eight of his ribs. The detention centre authorities then gave him 30,000 yuan1 for medical expenses and released him unconditionally.

Mr. Xin’s Parents Passed Away

In 2003, right after the Chinese New Year, the police failed to arrest the couple, but placed their names on a wanted list, which forced them to leave home and go into hiding.

The repeated police harassment finally took a toll on Xin’s family. After years of worry and torment, his elderly mother died on July 22nd, 2003.

Two years later, Juyang Town Police Station deputy head Ma Zhixing and eight officers raided Mr. Xin’s home and took him away. When Mr. Xin escaped by jumping out of the police vehicle, the officers then came back and arrested his wife, Gao Shuying. Their two children were both preparing for their junior year in high school and were unable to take care of their paralysed grandfather.

On July 25th, 2005, Mr. Xin’s son carried his grandfather on a tricycle to the Sanhe Police Department and demanded that his mother be released. The police not only refused, but they placed the the son in detention for 15 days. Traumatised, the grandfather died on August 7th, 2005.

Sent to Forced Labour in 2008

On the morning of June 27th, 2008, officers from the Sanhe City Domestic Security Section and Juyang Police Department forced their way into Mr. Xin’s home and arrested him and his wife. They came back in the afternoon to ransack the place and took a computer, printer, satellite TV receiver, TV set, and cash. After spending three months in the Langfang Brainwashing Centre, the couple were sentenced to two years of forced labour. Mr. Xin was sent to Shijiazhuang Forced Labour Camp and Ms. Gao was sent to Hebei Province Women’s Forced Labour Camp.

The couple was released in June 2010. But now, two years later, they have been detained again.
