Dalian City Forced Labour Camp in Liaoning Province -- Deceptive, Wicked and Violent

1. The Regulations of Dalian City Forced Labour Camp Are Only Decorations - Officials Brutally Persecute Falun Dafa Practitioners

The new regulations for the officials that were formulated in the Dalian City Forced Labour Camp in July, 2003 state that, "No one is allowed to beat, swear, physically punish, or insult at will the people who are being reeducated through forced labour in the camp." However, the camp officials didn't dare to announce this regulation to the camp, nor is it enforced.

When Falun Dafa practitioners' family members come to visit them, they often bring food for the practitioners. The guards casually share the food amongst themselves without giving it to the practitioners. They search practitioners' bodies any time they want. All Falun Dafa practitioners' rights are withheld in the camp and they are only allowed to work with their heads down.

When Sun Lulu was the supervisor of the Third Division, she only allowed practitioners to use the toilet four times per day. The first time was in the morning when the practitioners washed their faces and brushed their teeth, the second time was after finishing their morning work, the third time was after finishing their afternoon work, and the last time was after finishing their evening work, after 9:00 p.m. The practitioners had their meals immediately after visiting the toilet without being allowed to wash their hands. They were only permitted to have their bowel movements after 10:00 p.m. However, if the water ran out by flushing the toilets, the practitioners would not be allowed to have their bowel movements even after 10:00 p.m. Practitioners Ms. Gong Xuerong, Ms. Li Jun, and Ms. Wang Gangfu had to use the toilet one day at noontime but were caught by some criminals who dragged them out of the toilet and reported them to Sun Lulu. Ms. Li Jun was locked up in a small cell (1) just because she called out "Falun Dafa is good" in the work place. After she was released from the small cell, there was a cut near her right eye.

At the end of 2002, guard Yuan Lingyue attended a meeting in Benxi. After she came back on January 4, 2003, the camp began another round of persecution and forced transformation of the Falun Dafa practitioners. The guards regard the practitioners' lives as worthless while they pursue their bonuses, reputations, and benefits. Additionally, they deceive visiting officials who come from other camps and different Procuratorates.(2) If the practitioners were working when the officials came to visit and inspect, they would tell the practitioners to take off their aprons and reveal their red cards. They lie to the visiting officials saying that the Falun Gong practitioners with red cards had given up Falun Gong when in fact they had not.(3)

When guard Xu Lili became the supervisor of the Third Division, the already inhuman situation worsened. They talked one way, but acted another way. They beat and swore at the practitioners any time they wanted. They didn't even give 66-year-old Ms. An Yuhong a break. There was a monitoring room on the first floor. Xu Lili frequently took the practitioners there to torture them.

Wan Yalin, the deputy-team leader, regarded Falun Gong practitioners as her enemies. One of the practitioners said: "It is wrong to brainwash Falun Gong practitioners." So Wan Yalin said that the practitioner was spreading a negative attitude and violating the labour camp regulations. Guard Wang Shiqing tried to force the practitioner to write a self-examination report (self-criticism report) to admit that she was wrong, but she refused. Wang Shiqing then locked up the practitioner in a small cell and incited criminal Zhang Xiujuan to torture her.

The camp officials regard Falun Dafa practitioners as moneymaking slaves. The practitioners start work at 6:10 a.m. and don't stop until evening. Sometimes, after they just finished the daily work at 8:00 or 9:00 p.m., they are also forced to make chopsticks, toothpicks, ice cream sticks and others items until midnight. If the practitioners don't finish their assignment of sorting beans, they have to carry the beans upstairs to continue working. Sometimes, they are punished by having to sort the beans until 3:00 or 4:00 a.m. Then they have to get up and start another work day at 5:15 a.m.

2. Camp Officials Instigate Criminals to Persecute Falun Dafa Practitioners

The camp specially selects ruthless criminals to torture Falun Dafa practitioners. In the Dalian City Forced Labour Camp, these criminals plunder, beat, swear and instruct practitioners whenever they desire. These "conveniences" and "rights" were provided by camp officials.

When a practitioner first arrives in the camp, she is strip searched from inside to outside by the camp criminals. Second, she must recite the camp's regulations, the so-called "five models and thirty regulations." After eating lunch, she is taken outside to start "military training" by being baked under the sun. If the practitioner doesn't recite the "thirty regulations," she is locked up in a small cell or locked in an iron cage, and then over ten criminals together savagely beat her. In the winter, they strip off the practitioner's clothes and hit her with narrow floor boards, shoes, and other things. They also step on the practitioner's abdomen, or hang the practitioner with her arms parallel to the floor and her legs spread apart. They the beat her lower body with a board. If the practitioner screams, the criminals put dirty rags into her mouth to gag her. They also punish practitioners using the methods of forced standing for a long time and sleep deprivation.

Practitioners Ms. Wan Xiaohui and Ms. Wang Xiumei suffered from those tortures and the heavy bruises still remain on their legs. After these tortures, the practitioner is brought upstairs, where collaborators try to brainwash her. If the practitioner still doesn't give up Falun Gong, the practitioner is locked up in a small cell again and the torture continues. They torture the practitioner by using methods such as hanging up by the handcuffed wrists with the feet not touching the floor, sleep deprivation, withholding toilet privileges, tying the practitioner on the Dead Person's Bed (4), forcing a brush into the practitioner's vagina, placing hot peppers in the practitioner's vagina, force feeding with human excrement and human urine, and other methods. Some practitioners suffered deformed hands due to the torture of being hung up and some of them were beaten until they had broken bones. Most of the torture was conducted in the evening.

In the camp, criminals who had been sentenced several times could do whatever they wanted. Zhang Xiujuan and Ge Hong were these kind of criminals. Zhang Xiujuan was released from the camp in spring 2004. On August 26, 2004, she was sent back to the camp for a third time. Earlier, she had also been imprisoned in the Shenyang Dabei Jail in Liaoning Province. She came back to the camp at noon. That evening, Wan Yalin let her take charge of the small cells and made her a full-time persecutor of the Falun Dafa practitioners. Because she cooperated in persecuting the practitioners, she didn't have to work, and her sentence was shortened. Meanwhile, she enjoyed the best benefits available for criminals in the camp and even the guards shared their good food with her. Ge Hong was released from the camp in 2003. She came back a month later. She asked her family not to send any money to her. Instead, she extorted money from practitioners. She told people that in 2002 when she was in charge of the small cells, she extorted over 1,000 yuan from a practitioner.

If the criminals sympathize with Falun Gong practitioners and speak up for them, their terms in the camp are extended. When criminals first arrive at the camp, they are told how to strictly watch and treat practitioners. If they treat practitioners strictly and venomously, their sentences are shortened. If not, their sentences are extended. Criminal Bao Fengzhi was often locked up in a small cell by Wan Yazhi because the Falun Dafa practitioner he was assigned to watch refused to recite the "thirty regulations." Wan Yazhi thought that Bao Fengzhi didn't treat the practitioner harshly enough. Criminal Zhao Hui said to the practitioners who were locked in the small cells: "We didn't like to do these things either. We were forced to do them." The officials in the camp deceive the public by saying that they "educate, save and influence the criminals."

Guard Xu Lili said to a practitioner, "Even if you are built with steel muscles and iron bones, I will still smash you." She often tells the criminals, "If others think that you are a good person, it means that you have lost. If they all think that you are bad, it means that you are good." She also teaches the criminals how to lie. She especially admires criminals who sell counterfeit money in society and thinks that they are smart and have great abilities. Many criminals say, "I feel that I am not being reformed in the camp. Instead, I've become worse."

Every time we had a rush work order for bean bagging, supervisor Hao always said, "Now is the time to check whether you have been reformed or not." What Hao called "being reformed" was actually to see who had more bean bags done according to her instruction. It didn't matter if you had done a good job or not. The more you had put the good beans on top of the unsorted beans in the bags, the better you had been reformed.

The Dalian City Forced Labour Camp was a special place to conduct lies, resort to deceit, teach violence, and poison people's consciences.

3. Below Are the Experiences of Some Practitioners Who Were Persecuted

Ms. Wang Guangfu, 60, was locked up in a small cell where she suffered from torture and forced brainwashing just because she said "Falun Dafa is good" and "Falun Dafa is a righteous practice" loudly in the labour camp's workplace. In April, 2004, Ms. Wang demanded that the guards return human rights to the Falun Dafa practitioners and reduce the working hours. Once more, she was locked up in a small cell and had another six months added to her sentence. She was forced to stand for a few days and then was tied on the Dead Person's Bed. After she was released from the small cell, her limbs were swollen and she couldn't move her left arm, so she couldn't work. The guards shirked their responsibilities and told people that her arm was injured because she was too nervous. Guard Wang Cuixia said that Ms. Wang Guangfu was pretending so that she could be lazy.

Ms. Fan Jinghua was 49 years old. Zhao Xia incited criminals to beat her because Ms. Fan wouldn't say "How are you team leader?" Guard Xu Lili incited the criminals to beat Fan Jinghua again because she didn't hang her name card on her bed, and they also cuffed her to the heating pipe in the office. When the criminals beat her, she said loudly "Falun Dafa is good." Because of that, Xu Lili sealed her mouth with tape. They also didn't allow her to eat. On the evening of May 9, 2004, Ms. Fan was locked up in a small cell to be cruelly tortured by Wan Yalin and Zhao Xia. These two also tried to force her to write a self criticism report. Zhang Yan incited the criminals to tie Ms. Fan on the Dead Person's Bed, which had only three narrow boards. Her arms and legs became swollen. Ms. Fan was cuffed like that for so long that the cuffs cut open her skin and one could see the muscles around her ankles. They didn't allow Ms. Fan to use the toilet, and they forced a mop handle into her vagina.

Fifty seven year old Ms. Lu Rong was also locked up in a small cell for calling out "Falun Dafa is good" together with Ms. Wang Guangfu and others in the workplace in 2004. When she saw the criminals beat Ms. Wang, she shouted, "Stop beating Falun Gong practitioners!" A few criminals quickly attacked her. She was beaten to unconsciousness, so the criminals poured cold water on her head to wake her up, then continued beating her.


Ms. Li Jingyi, 50, was transferred to the Dalin City Forced Labour Camp on March 22, 2004. While being transferred to the camp, she continually called out, "Falun Dafa is good." After they arrived at the camp, the policeman who brought her to the camp ordered the criminals to beat her. Ms. Li was immediately locked up in a small cell to be tortured. The criminals hung Ms. Li from an iron window frame facing the outside in the "Strictly Monitored Room" for four days. The criminals grabbed her by the hair and banged her head against the wall. Criminal Xing Jie kicked Li on her back, which was slightly curved due to protrusion syndrome of the lumbar vertebral disc. They also said to Ms. Li while holding a Coke bottle: "This bottle is for holding faeces and the faeces is prepared for your meals. In the evening, we will spread your legs with a board and use the bottle to check whether or not you are a virgin." Criminal Cui Jinnan bit herself on the finger to make it bleed, then said to Ms. Li, "I'll tell the team leader that you bit me." Ms. Li then called the team leader. After hearing the whole thing, Deputy Team Leader Yuan Lingyue said that Cui Jinnan, and Wen Xiumei had their sentences extended five days, and Xing Jie was moved out of the small cell. Because they leaked out the small cells' secrets too early, those tortures were done in the evening. Because of the cruel tortures, Ms. Li's back was in great pain. She couldn't sleep at night, and the next day she was still forced to work. When Ms. Li didn't finish her work, Xu Lili slapped her face on both sides. Even after she punished Ms. Li, she still forced Ms. Li to say "Thank you, team leader, goodbye." In the camp, it didn't matter how often you saw the guards, each time you had to say: "How are you" to them. If you didn't say it, you would be punished.

The Zhongshan District, Dalian City People's Court planned to illegally sentence practitioners Ms. Hu Guilian, Ms. Hu Shumei, and Ms. Liu Wencan around the New Year. Notes:

(1) Small cell: The detainee is locked up alone in a very small cell. The guards handcuff practitioners behind their backs in a fixed position in which the practitioners can neither move nor lie down. The small cell is very damp and no sunshine comes in. Detainees have to urinate and defecate in the cell. Only half of a regular meal is served to detainees locked up in a small cell during the daytime. During the night the rats are running around. The stench in the small cell is so bad that it is difficult to breathe.

(2) Procuratorate: The Chinese state organ responsible for legal supervision. Its functions include deciding on arrest and prosecution of major criminal cases, conducting investigations, initiating and supporting public prosecutions, interpreting the law in specific applications, supervising courts decisions, monitoring judicial procedures, and supervision over activities of prisons, detention centers, and labor camps.


(3) Red card: In certain forced labour camps, the guards force the most steadfast practitioners to carry red cards, designating them for especially severe persecution and close monitoring.

(4) Dead Person's Bed: The four limbs of the practitioner are stretched out and tied to the four corners of an icy cold metal bed. The practitioner cannot move at all, nor is he allowed to get up to eat, drink, or go to the bathroom. This treatment lasts from several hours up to more than a dozen days. This type of cruel torture causes severe damage to the practitioner both mentally and physically.
