Since the Chinese Communist Party (CCP) started persecuting Falun Gong on July 20th, 1999, Wangcun Forced Labour Camp in Zibo City has always been a central force that directly participates in persecuting Dafa practitioners. Over the past seven or eight years, the guards in the labour camp have never stopped brutally torturing practitioners. According to internal information, starting in February 2006, the Wangcun Forced Labour Camp used criminal prisoners to persecute practitioners. The police gave handcuffs to the prisoners, and led them to torture and beat practitioners at their will. Administrator Luo Guangrong and Deputy Brigade Captain Wang Baohua told the prisoners, “Be merciless in supervising them. You need to treat them (practitioners) as if they were worse than our class enemies.” This has caused some prisoners who are unaware of the truth about Falun Dafa to commit huge crimes.
More than 140 practitioners are being detained at the 7th Brigade in the Wangcun Forced Labour Camp. There are 20 prisoners and guards there who use all possible means to torture steadfast practitioners, including abusing them, beating them, putting them in solitary confinement, hanging them in the air, etc. Between April and May 2006, they simultaneously tortured 40 practitioners by hanging them in the air, shocking them with electric batons, locking them in small cells, and brutally beating them. The reason the guards gave for the torture was simply that these 40 practitioners have steadfast belief in Falun Dafa and that they told the guards and prisoners: “Truthfulness, Compassion and Forbearance is good! Falun Dafa is good!” The guards also extended the terms of 11 practitioners in the forced labour camp by three months. The guards from the 7th Brigade include: Jing Xusheng (captain), Li Gongming (administrator), Wang Xinjiang, Liu Guowei, Gao Chengwei, Song Nan and Bi (surname).
More than 140 practitioners are also being detained at the 8th Brigade. In addition, 20 prisoners there are led by the guards to persecute practitioners, and they can beat and torture practitioners using all kinds of methods at their will. Captain Zheng Wanxin once tortured practitioners by whipping them, abusing them, lying to them and humiliating them. He told steadfast practitioners, “I won't let you eat and instead you will be force-fed.” He threatened practitioners who were tortured badly and in serious condition by spreading the words, “Take them to the bottom of a mountain, dig a hole and bury them!” Administrator Luo Guangrong and Deputy Captain Sun Fengjun hung practitioner Mr. Xu Qiuyun in the air, brutally beat him and shocked him with electric batons for several hours, until they got too tired and were hardly able to catch their breath. Guard Zhang Yuhua had beaten practitioner Mr. Wang Weigao so badly that Mr. Wang could not talk, walk, or take care of himself, and felt chest pain and as if cold air were coming out of his body. After having committed this evil crime, Zhang Yuhua was afraid of being held responsible for it and took Mr. Wang to the bus station, just leaving him there. The nature of the guards and prisoners is reflected clearly in the incident of force-feeding practitioners by Yin Zijing, Zhao Liming and others. During the incident, these individuals put a practitioner's hands behind his back and handcuffed them to the back of a chair, also forcing his feet into the side of the chair.
Prison doctor Zhang (first name unknown, about 50, 5'5'') is the oldest of the four prison doctors. Since the CCP began to persecute Falun Gong, he has been one of the most evil people in force-feeding practitioners. He puts the feeding tube into a practitioner's nose, pushes it into their stomach and pushes and pulls it back and forth. Around October 2006, a practitioner (name unknown) was tortured badly from force-feeding and passed out. His life was in danger. He spat out blood and was sent to the hospital. His current condition remains unknown. Practitioner Zhao Liming was tortured by force-feeding and could not stand or take care of himself afterwards. He had heart pains and spat out blood. He was in bed for as long as a year and wasn't able to walk. Currently, practitioners Xu Ruliang, Liu Xingwu, Wang Yuhua, Song Junrong and others are enduring torture from the guards and prisoners. The torture methods include: hanging practitioners in the air, shocking them with electric batons, beating them with sticks, whipping them, taping their mouths, and hanging them by their hair with their hands crossed. Some other methods include: making them face the wall, not allowing them to sleep, forced labour, etc. The guards who have participated include: Zheng Wanxin (captain), Luo Guangrong (was an administrator and now he has become the captain of the 7th Brigade), Wang Baohua (deputy captain), Sun Fengjun (deputy captain), Liu Wanglin, Zhang Yuhua, Yue Zhenyu, Gao Sheng, Liu Jichao, Su Bo, etc.
Another six practitioners are detained in the 6th Brigade. These six practitioners all have strong belief in Dafa and never cooperate with any orders or requests from the evildoers. The 6th Brigade is where newly-arrested prisoners are held and thus it is closely controlled. Each of the six detained practitioners is monitored by prisoners. Practitioner Zhang Guangbao was force-fed for half a year; now he can only lie in bed and can't walk. The guards that participated in the persecution are: Zhao Yongming (captain), Wang Dayong, Peng Gang, Zhang Tao, etc.
In the Wangcun Forced Labour Camp, the guards force practitioners (as well as other prisoners) to do labour for at least 12 hours every day. For some, it's as many as 20 hours. The assigned work must be finished, otherwise one cannot go to sleep and will also be brutally beaten. The guards also made a rule that if a detainee pays 5,000 “yuan” (310 UK pounds), he does not have to do any labour; if he pays 3,000yuan (185 UK pounds), he won't be assigned to do any fixed amount of labour; and those who pay the guards can also have their terms reduced. The prison doctor in the medical treatment room is even more inhuman. The prisoners call that room “the animal treatment station.” A prisoner went there to get a shot because of a cold and due to the shot, his leg became disabled and he is now paralysed. However, he could not get any treatment. The small shop inside the prison earns 200-300 thousand dollars in profit every year. Their cafeteria earns even more money. In December 2006, the chickens and pigs in the forced labour camp all died within several days. In order to make up the loss, the cafeteria increased food prices; with fewer than 2,000 prisoners in the entire camp, the cafeteria earns 600-700 thousand dollars every year. The guards also secretly fine practitioners for living expenses and keep the money for themselves. Each month, each practitioner loses 15 dollars and it goes into the guards' pockets. Those who have participated in the torture of practitioners using methods such as force-feeding include: section chief of the department of management Liu, another section chief Liu, director Gao, commissioner Xin, etc. These people ignore the crimes committed by the guards and just allow them to do whatever they want.
