Ms. Zhang Min and Ms. Zhang Yulan are practitioners from the Zhangjiakou area of Hebei Province. Both of them have suffered persecution in the past several years.

After the persecution of Falun Gong began on July 20th, 1999, Dahe Village Political Committee Secretary Liu Genli and Police Station Chief Yue Peng often went to Zhang Min's home to harass her, attempting to force her to write a guarantee to give up her practice of Falun Gong.

On August 27th, 2000, Zhang Min went to Beijing to appeal for Falun Gong and was arrested on Tiananmen Square. The Beijing police sent her back to her local Malin Town Police Station in Wanquan County. The police station extorted 4,500 yuan1 from her family.

On November 20th, 2001, Zhang Min went to Shangyi County to distribute leaflets exposing the persecution and was arrested. The police took her to the county police department where she was beaten. Afterwards the police sent her to a detention centre. She went on a hunger strike to protest and the police force fed her brutally. She was detained for one month. Shangyi County Police Department Chief Huang Zhanyuan, Deputy Chief Liang Kemin and Political Section Chief Jia Zhian arranged to force her to pay 10,000 yuan before letting her finally go home.

Zhang Yulan went to Beijing to appeal in July 1999 and was arrested and sent to Shacheng Detention Centre. Several hours later, Zhangbei County Vice Mayor Qu Fengmei led a group of people and took her back to the local police department where she was monitored around the clock.

In February 2000, Zhang Yulan arranged for some practitioners to come to her home to share experiences from practising Falun Gong. She was reported to the police who detained her for 40 days. During detention, the director Fan Yanbing shocked her with electric batons. Before releasing her, the police department deputy chief Guo Shilin forced her to write statements slandering Dafa and also extorted 500 yuan from her. In addition, they also took away her tape recorder.

On October 25th, 2000, Zhang Yulan went to Beijing to appeal again. She was arrested and jailed in the local detention centre for one month. Her husband was also detained for two days because of her. The detention centre extorted 1,000 yuan from her before releasing her. Later, she was abducted and detained in a brainwashing class for one week.

On May 17th, 2002, Zhang Yulan's company sent her to a brainwashing centre despite the fact that she was pregnant. She could not eat because of the abuse she endured and became very weak. They didn't let her go home until three days later. After she was released, they still sent people to monitor and harass her.
