At around 6:00 pm on May 22nd, 2008, Ms. Zhang Min, a Falun Gong practitioner from Huaihua City of Hunan Province, left home to do some shopping. When she approached the gate of the residential compound where she lived, several people seized her. They were Zhang, head of the Domestic Security Division of Zhongfang County, Huaihua City; Chen Zongwei, head of the Zhongfang County 610 Office1; Lei Jianhua, Li Xiaoping and Han from the County 610 Office; and Chen, head of the County Politics and Law Committee. Zhang Min was detained at the Huairong Guest House in Huaihua City.

The next day, Zhang's home was searched. People involved in the search were Chen Chengmei, head of the Party Committee of Zhongfang County Credit Union where Zhang Min worked; Zhou Lili, member of the Party Committee; Li Weidong, Zhou Wu, and Yang Yan who work at the Chongfang County Police Department; Han, Zhang, and Li from County 610 office. Falun Gong books and materials were taken from Zhang's home. They also took some photos and threatened to send her to a forced labour camp. One night they brought in Zhang's husband and tried to extort from him a large amount of money. Zhang's husband didn't yield, however it was reported that he paid the expenses during her detention in the guest house, including the expenses for those that monitored her.

Three days later, Zhang was taken to the Huaihua Brainwashing Centre. In the brainwashing centre, she was forced to write the three statements to give up Falun Gong. After being detained for a month, the 610 Office staff extorted 15,000 Yuan2 from Zhang's husband as a "guarantee deposit" and demanded that he sign a guarantee statement before he could take his wife back home. After Zhang was released, she was still closely monitored and harassed by Chinese Communist Party (CCP) members at her work place.

In late September 2002, before the 16th National Congress of the CCP, Zhang was arrested in the building where she lived. Bao Xiaolin from the Human Resources office of Zhang's work unit led several people from the county police department and the 610 Office, including Liu Xiaoping and Lei Jianhua, to arrest Zhang. When Zhang refused to cooperate with them, she was dragged to the car and taken to a detention centre. Zhang was detained with two other practitioners, Ms. Tan Anju and Ms. Jiang Yuqiu.

These three practitioners and one other detainee were held in a small consolidated cell. There was no water in the room and just one toilet pot. They were held in this cell day and night and not allowed to go out to get some fresh air. The three practitioners started a hunger strike in protest. During the hunger strike, Yang Changgou, the head of the county 610 Office, came several times and threatened the practitioners. He claimed that it was the order from higher authorities and that no one would be responsible if they died. Their hunger strike lasted one week. They finally got out of the consolidated cell and were detained with others. Because they refused to recite the prison rules and do the drills, they were beaten by guards. After Zhang Min was detained for two months, they extorted 2000 Yuan from her husband and then released her. Zhou Shenfa from Zhang's work unit deducted 1000 Yuan from her salary, claiming it to be for meal expenses during her detention.
