Disabled Older Man from Huai'an, Jiangsu Province Dies after Thirteen Years of Persecution

Mr. Dai Mingxuan and his wife, Ms. Lin Fengying, lived in Huai'an City, Jiangsu Province. The couple has been persecuted for thirteen years because they practise Falun Gong. Agents from the local 610 Office (an organisation of special agents just for persecuting Falun Gong) and officers from the Domestic Security Division continually harassed the couple, and their home was ransacked at least ten times a year. Ms. Lin was arrested three times and sentenced twice. Mr. Dai, who was physically disabled, depended upon his wife to help him with his daily needs, and life became extremely difficult for him when she was incarcerated. Mr. Dai's health suffered under the intense pressure of the persecution. He died on March 15th, 2012.

Mr. Dai, 68, retired from the Fengyan Shoe & Hat Store on East Boulevard in Huaiying City. In the 1950s, his father was labeled as an “anti-revolutionary” and killed by the Chinese Communist Party (CCP). Therefore, Mr. Dai was classified as a child of “the five black categories.” Mr. Dai lived his childhood as a subject of discrimination.

Mr. Dai began working when he was 16 years old. Although he lost his left arm below the elbow in a work accident, he remained decent, warmhearted, eager to help others, and was quick to make friends. Mr. Dai was fascinated by elements of traditional Chinese culture like the eight trigrams.

Mr. Dai's wife, Ms. Lin, was diagnosed with cancer in the 1990s. Because they could not afford to pay the medical bills, Ms. Lin had no other choice but to endure the pain. Luckily, she found Falun Gong. She recovered soon after taking up the practice, and she and Mr. Dai witnessed the healing power of Falun Gong.

The CCP regime under Jiang Zemin, [former leader of China and instigator of the persecution] launched the persecution of Falun Gong in July of 1999. Officers from the Zhabei Police Station of the Qinghe District Police Department arrested Ms. Lin and her son, Dai Quan, who was a minor. The officers tried to force the two into signing guarantee statements promising to discontinue practising Falun Gong and to defame Falun Gong's Teacher, Master Li Hongzhi. They refused, so the officers held them at the police station.

When Mr. Dai went to the station to demand their release, one of the officers beat him to the ground. Mr. Dai had difficulty standing back up, and the officers stood there watching and laughing. One even threatened to ransack his home, saying that the police could arrest him and his wife if they found any Falun Gong books.

Mr. Dai was frightened. He remembered clearly the terrible ways the CCP made people suffer throughout each of its various political movements. He also remembered the traumatic experience of his father being killed by the CCP. Under tremendous terror, Mr. Dai had a stroke in November of 1999. He lost the ability to speak, and he became paralysed; he was able to move only his eyes. However, he was not sent to the hospital because his family had no money.

Since Ms. Lin's cancer disappeared after she began practising Falun Gong, she placed the Falun Gong book, Zhuan Falun in front of her husband and helped him read it. In one month, Mr. Dai was able to get out of bed, eat, speak, and think normally. However, since the upper portion of his right arm was not fully functional, he still needed some assistance in eating, dressing, and using the toilet. The couple's faith in Falun Gong became firm.

Precisely because of their firm faith in Falun Gong, the Huai'an Politics and Law Committee and the 610 Office targeted the couple. The organisations collaborated with the police, the Procuratorate, and the judicial system in order to harass the family.

Since 2000, officers from the Huai'an City Domestic Security Division, notably the Qinghe District Domestic Security Division and the local police station, constantly harassed Mr. Dai's family. Officers sometimes ransacked their home several times a month, though they did not obtain any legal permit or report the confiscated items. Mr. Dai's family suffered tremendous mental pressure and financial loss.

For over ten years, officers led by Chang Shulin and Wang Jianhuai from the Domestic Security Division of the Qinghe District Police Department have been confiscating the belongings of Mr. Dai's family. Here is an incomplete list: a computer, a notebook computer, 2 video players, 4 DVD players, 2 MP4 players, 4 MP5 players, 3 mobile phones, SIM cards and memory cards, 2 staplers, optical discs, more than 100 books, numerous Falun Gong printouts, and nearly 1,000 yuan1 in cash.

Mr. Dai and his wife meticulously saved their money in order to buy these things. The entire family was supported by Mr. Dai's pension, which did not exceed 1,000 yuan a month. Ms. Lin had no job and no social security. Their son and daughter-in-law were also unemployed. The family could not even afford to buy a watermelon in the summer. However, the couple followed the principle of Truthfulness-Benevolence-Forbearance taught by Falun Gong's Teacher, who had saved their lives. Out of compassion for sentient beings, Mr. Dai and his wife persisted in explaining the facts about Falun Gong to people.

Mr. Dai was disabled; he was missing part of his left arm, and he had partially lost function in his right arm as a result of the stroke. He depended upon Ms. Lin's assistance. His son and daughter-in-law could not handle the tremendous pressure from the CCP, so they did not dare to live at home. In an attempt to force the couple to give up the practice, agents from the Huai'an 610 Office, the Politics and Law Committee, the Procuratorate, and police officers arrested the honest and kindhearted Ms. Lin three times and sentenced her twice.

Ms. Lin was first brought to trial between March and July of 2004. The court found Ms. Lin not guilty and exempted her from criminal punishment. The 610 Office was forced to release Ms. Lin after they had detained her for four months.

Units involved in the persecution were the Huai'an City 610 Office, the Qinghe District 610 Office, the Politics and Law Committee, and the Procuratorate.

People involved in the persecution were Qi Hongting (deputy director of the Huai'an City Police Department and director of the 610 Office), Chen Qixu (former deputy director of the Huai'an City 610 Office and chief of the Domestic Security Division), Fang Ke (deputy director of the Qinghe District Police Department and the Qinghe District 610 Office, now under investigation), Zhao Yandong, Zhao Kai and Wang Wei (610 Office heads for the Huai'an City Police Department and the Domestic Security Division), Chang Shulin, Cai Zibin, and Wang Jianhuai (officers from the Qinghe District 610 Office and the Domestic Security Division), Jiang Xing'an and Zhang Zude (agents from the Qinghe District Court), and Qiu Chenpu (an agent from the Qinghe District Procuratorate), among others.

The second sentencing took place in August of 2008. Ms. Lin was sentenced to three years in prison at the Nanjing Women's Prison. Units involved in the persecution were the Huai'an City 610 Office, the Qinghe District 610 Office, the Politics and Law Committee, and the Procuratorate.

People involved in the persecution were Qi Hongting, Fang Ke, Guo Zhenqiang (Huaiyin District Court), Yao Wei (Huaiyin District Procuratorate), Xie Jianning (Huai'an City Middle Court), Zang Xueqing (Huai'an City Middle Procuratorate), Liu Tongxiang (Huaiyin District Police Department and Domestic Security Division), Wang Bin, and Zhen Shupeng (Huaiyin District Wangying Town Police Station), among others.

Mr. Dai lived a difficult life while Ms. Lin was imprisoned. He depended upon his relatives to deliver meals to him, and those meals were never guaranteed. His health deteriorated as the persecution went on.

On February 27th, 2012, two weeks before Mr. Dai passed away, officers Chang Shulin, Wang Jianhuai, and others from the Qinghe District Domestic Security Division ransacked his home again, and they took away his only cell phone and a Falun Gong book. Mr. Dai went to the police department with the help of Ms. Lin. Mr. Dai asked Chang and Wang to be kind and to return his belongings, but they refused. The elderly Mr. Dai could cope no longer, and he died on March 15th, 2012.

To the ones who are conducting the persecution: Falun Gong is embraced in more than 100 countries around the world. The Wang Lijun and Bo Xilai scandal is the prelude to the CCP's disintegration, which is imminent. All who are responsible for the persecution will meet with justice. We hope that all perpetrators can correctly evaluate the situation, stop your evildoing, withdraw from the CCP, and leave a safe exit for yourself.
