Thirteen days after he was released, he was arrested again and sent to the Dalian Yaojia Detention Centre. Not accepting the imprisonment, he began a hunger strike. During that time, he was locked up in a cell for a few months. Whilst he was been detained he was handcuffed and shackled in such a way that he could neither lie down nor stand up. He was force-fed through his nose, which caused difficulty in his breathing and was very painful. Afterwards, he was transferred to the Dalian Detention Centre again. On December 27th of 2001, he was transferred to the 8th brigade, which focused on persecuting Falun Gong practitioners. Because he refused to carry out any of the forced labour, he was detained in solitary confinement and tortured in secret. Both of his hands and feet were handcuffed to the bed, he couldn't move, turn over, or wash.
The guards Jing Dianke and Song Hengyue ordered prisoners Gao Zhonghe, Gao Yongping, Xu Hui, and Lin Yuenan to turn off the lights, wrap him in a blanket and then severely beat him. They wrote words that attempted to defame Dafa on his body, and they also applied mental pressure on him to try to force him to work and to give up his beliefs. Jing Dianke and Song Hengyue would often beat him.
Lu Kaili has been tortured in various ways since January 8, 2002. The policemen strictly block any information that might get out, and Lu Kaili held many hunger strikes in protest of the terrible mistreatment. Each time he held a hunger strike, he was force-fed. Lu Kaili should have been released in September of 2002, but the relentless persecution still continues. The shackles on his hands and feet have not been removed, and they force him to constantly wear a helmet on his head. On hot summer days, he is not allowed to bathe. His small rations are wholly insufficient, and he isn't allowed to drink enough water. Once, some kindhearted prisoners tried to help him, but policeman Song Dapeng saw it and chased them away with obscenities.
Dalian Detention Centre's severe persecution of Falun Gong practitioners is ongoing. They continue to attempt to forcibly brainwash practitioners, subject them to mental and physical torture, place them in solitary confinement and beat them. They also forbid any letters or visits from family members. The guards would even go so far as to have someone monitor practitioners when they go to the restroom. The food they eat does not contain basic nutrition, and the living environment is damp and dark. A lot of people have contracted scabies due to the unclean environment.
