Ms. Xu was the Party (CP) Secretary of the Guanxian Women's Association. She received many awards for her excellent performance at work. After July 20, 1999, Xu was violently persecuted by the Guanxian "610 Office" and the Public Security Bureau because she would not give up her practice of Falun Gong. In October 2000, she went to Beijing to appeal, but was arrested and illegally detained. Her salary was suspended, and she was sentenced to three years in a forced labour camp. She was allowed out on bail for medical treatment since she had high blood pressure. During this time, the police never stopped harassing her. She was monitored and forced to fill out forms, and her home was searched, all of which caused her health to keep deteriorating.
On March 4, 2003, police officers drove an ambulance to Xu's home and arrested her. Xu Jiling was very weak at that time. Her sister tried to stop the arrest, but then she was also arrested. Later, Ms. Xu passed out and was sent to a hospital. She was even closely monitored while in the hospital. Under such a situation, her health quickly became worse, and she sadly died in June (since information is tightly controlled by the police, the exact date has not been verified.) It is not known where Ms. Xu's sister was taken after she was arrested.
