Please Take Notice of the Plight of the Elderly Pan Xuanzhi from Beian, Heilongjiang Province
This is a report on the grave situation of Pan Xuanzhi caused by the illegal acts of various departments. We call on the international community to uphold her legal rights and to bring the perpetrators to justice.
Pan Xuanzhi (non-practitioner) is sixty years old. During the Cultural Revolution in the seventies, she was tortured at her workplace in Weishan Farm in Beian City, Heilongjiang Province until she lost consciousness. She was later forcibly committed to a mental hospital, and diagnosed with schizophrenia. She lost her capacity to work. Her relatives have conveyed particulars of her torture to the central government; however, no legal remedy is in the offing.
Since 1992 when Falun Dafa was introduced and widely disseminated in China, several relatives of Pan Xuanzhi also started practising and benefited profoundly from Falun Dafa. Their chronic illnesses had been cured. "One person practices, whole family benefits." Although Pan Xuanzhi does not practice, she also benefited from Dafa and her health took a turn for the better. Since July of 1999 when Jiang's regime started suppressing Falun Gong, several relatives were illegally arrested and detained because they refused to renounce their belief. The whole family was saddened. Why are those good people being punished? In March 2000, in order to say a few fair words for her relatives, Pan Xuanzhi wrote a letter to Beijing Bureau of Appeal to relate the truth about Falun Gong. She was sent back to Weishan Farm by her workplace's office in Beijing and later sent back home. During this period of time, Pan Xuanzhi heard and later witnessed her relatives being severely tortured in a Beijing detention centre because they refused to give up their faith. She went to Beijing to appeal once again in September of 2000. In her appeal letter, she wrote, "police should not beat people up, Falun Dafa is good." She was sent back to Weishan Farm. The local public security bureau once again forcibly sent her to Beian Mental Hospital for examination. The result was described as within normal limits. They then sent her to the cell in Geqiushan Farm. She was illegally detained there for 15 days. It was very cold in the cell, which made her unwell. Furthermore, the evil police even demanded payment for the detention and deducted 550 Yuan from her living allowance.
Later the evil police attempted to send her to Qiqihaer Shuanghe Forced Labour Camp for two years without informing her family. At the labour camp, Pan Xuanzhi experienced an episode of loss of consciousness. The examiner concluded that she had heart disease, cerebral thrombosis, hemiplegia, and severe stomach disease. Consequently, the labour camp refused to accept her. She was once again sent to and illegally detained at the Weishan Farm. She was watched 24 hours a day by four people and not given any medical treatment. Her family asked for her release many times but were refused each time. The thugs even demanded 10,000 Yuan. Her family was barely able to make ends meet, and therefore did not have money for the ransom. During her detention, Pan Xuanzhi was brutally beaten up by Zou Xuefeng, the director of the appeal's office, simply for asking for a pair of shoes. The torture incapacitated her right arm. They could not care less about her injury. They have tortured this healthy elderly woman to total incapacity and full of illnesses. Because the expense is high at the detention centre, they later transferred and detained her at a nursing home.
In early November 2000, Pan's relative went to visit her and was told that she had disappeared for almost two months; no one knows her whereabouts even now. All this time, her workplace not only did not care to look for her, but also accused her relatives of hiding her, and circulated the rumour widely. Meanwhile, they withheld her husband's entire monthly retirement pension of 340 Yuan for seven months, as deduction for Pan's bond, living expense while in detention, and medical expense. This caused him severe financial difficulty. Her husband went and told them many times that it was illegal. The workplace later reluctantly agreed to give him back 200 Yuan per month. According to the stipulation of "the law for the protection of the rights of the elderly," no work unit or individual is allowed to withhold the retirement pension of the elderly. The workplace's act is unquestionably illegal. What's even more appalling, in October 2001, Zou Xuefeng from Weishan Farm’s appeal's office and Wang from the public security bureau, together with the local security office in the Wangping Town, Beichen area, Tianjin City, expelled Pan's sons Li Hongtao, Li Hongwei and his wife Cong Lihong from their workplace, Tianjin Jiuzhou Stationary Factory. The excuse was that they did not have the temporary living permit in Tianjin. The local security office refused to issue them the permit, thereby forcing them to leave Tianjin. They thus lost their jobs and income. Where is justice? This is anarchy!
We call on all good people in the world to pay special notice to Pan Xuanzhi's unfortunate situation and help to find her. Those evil perpetrators should be brought to justice.
